answer text <p>The Regulator of Social Housing sets standards that registered providers are required to meet - including that a landlord meets all applicable statutory requirements that provide for the health and safety of the occupants of their homes. Failure to comply with a standard may result in the regulator publishing a Regulatory Judgement or a Regulatory Notice depending on the nature of the failing.</p><p>In relation to fire safety, there was one Regulatory Notice against a housing association in 2017/18. There were five Regulatory Notices in 2018/19 (four housing associations and a local authority)</p><p><br>From 1 April 2019 to 31 March 2020 there were 13 Regulatory Notices issued in total (six housing associations and seven local authorities). In addition, there were 2 Regulatory judgements issued due to health and safety concerns, including fire safety. <br> <br>From 1 April 2020 to date, no Regulatory Notices have been issued relating to fire safety.</p> more like this

answer text <p>The Home Office will introduce a Fire Safety Bill in early 2020 which will put beyond doubt that owners or managers of multi-occupied residential buildings need to fully consider and mitigate the risks of external wall systems and front doors to individual flats.</p><p>The Fire Safety Bill will create a firm foundation to enable the Government to lay regulations to deliver the legislative recommendations from the Grenfell Tower Inquiry Phase 1 report, including in relation to personal evacuation plans for residents whose ability to evacuate may be compromised. A consultation on the Grenfell Tower Phase 1 legislative recommendations is planned for spring 2020.</p><p>In addition, the Ministry of Housing, Communities and Local Government has committed to bringing forward a Building Safety Bill. In our consultation, <em>Building a Safer Future: proposals for reform of the building safety regulatory system</em>, we set out proposals to create an enhanced safety framework for high-rise residential buildings. This included proposals for residents of buildings in scope of this new regime to receive key safety information about their building, which would include details about how to notify their ‘building safety manager’ if their ability to evacuate may be compromised. We will publish the response to our consultation shortly and will introduce legislation at the earliest opportunity.</p>

answer text <p>The Department does not hold this information. The Government has committed £200 million for the removal and replacement of unsafe ACM cladding on private sector residential high-rise buildings.</p><p>We are aware of concerns leaseholders have about meeting the cost of remediation of fire safety issues other than ACM cladding remediation. Building safety is the responsibility of the building owner, and they should consider all routes to meet costs, to protect leaseholders – for example through warranties and recovering costs from contractors for incorrect or poor work. However, we do not want the cost to be a barrier to remediation, so the Department is considering options to support leaseholders with Her Majesty’s Treasury.</p><p> </p> more like this

answer text <p>The Department is helping landlords refine the estimates of the costs associated with ensuring their buildings are safe. As part of that we continue to engage with landlords, including housing associations, to understand their capacity to deliver these safety improvements. We are aware of the impact these costs might have on housing associations' other plans, but landlords also have an obligation to ensure their buildings are safe. Action has been taken to address buildings with the greatest safety risks associated with ACM cladding and supported funding for the remediation of 140 buildings in the social housing sector through the government’s social sector ACM cladding remediation fund.</p> more like this

answer text <p>The Government is looking to standardise the enfranchisement process and asked the Law Commission to review current arrangements to make them easier, faster, fairer and cheaper. The Law Commission has now published its first report to Government, on the valuation aspects of enfranchisement. The report, which follows a consultation by the Law Commission, sets out a number of options relating to valuation, including purchasing a freehold and extending the lease of a house or flat. We expect the Law Commission will report on the remaining aspects of enfranchisement later in the spring.  The Government will carefully consider the proposals outlined in the Law Commission’s report and set out its preferred way forward in due course.</p> more like this

answer text <p>The Government is taking forward a comprehensive programme of reform to end unfair practices in the leasehold market. This includes working with the Law Commission to make buying a freehold or extending a lease easier, quicker and more cost effective – and to reinvigorate Commonhold and Right to Manage. We are moving forward with legislation, particularly on measures to ban the sale of new leasehold houses, restrict ground rents to zero for future leases, give freehold homeowners equivalent rights to challenge unfair charges, and close loopholes to prevent unfair evictions and will introduce a bill when parliamentary time allows.</p> more like this

answer text <p>Local authorities have been asked to undertake a data collection exercise on residential buildings 18 metres and over in height to identify their external wall systems – including their external facing materials and their insulation<em>. </em> The responsibility for collecting and providing information for the data collection lies with local authorities and housing associations. Local authorities have powers under Section 235 of the Housing Act 2004 to require building owners to provide documentation. This may be used to require information on the external wall system of a building, which includes insulation. New burdens funding has been provided to local authorities to offer support for the completion of the External Wall Systems data collection.</p> more like this
