answer text <p>Housebuilding is a priority for this Government, and we are on track to meet our manifesto commitment to deliver one million homes over this Parliament. In December, the revised National Planning Policy Framework was published, making clear that a core purpose of the planning system is planning for the homes and other development that our communities need. With both the Levelling Up and Regeneration Act and the new Framework now in place, alongside the additional resources for planning departments the Government has recently announced, our planning reforms will accelerate the delivery of new homes.</p><p>We are spending billions to support housebuilding, including through our £1 billion Brownfield Infrastructure and Land Fund and our £1.5 billion Levelling Up Homebuilding Fund (LUHBF). We have scaled up the delivery of affordable housing by investing £11.5 billion through the Affordable Homes Programme, which will provide thousands of new homes for rent and sale across the country.</p><p>In February, we announced that we are consulting on a range of new measures to boost housebuilding while protecting the Green Belt, through strengthening planning support for brownfield housing development. Legislation was also laid to extend current permitted development rights to support the conversion of commercial buildings of any size into new homes, and we announced an expansion of the ENABLE Build scheme to increase availability of SME finance to the sector.</p><p> </p><p> </p>

answer text <p>The Government remains committed to our ambition of delivering 300,000 homes per year and the four highest rates of net additional housing supply in 30 years have all come since 2018. The National Planning Policy Framework (published 19 December 2023) is clear that a core purpose of the planning system is planning for the homes and other development that our communities need.</p><p>With both the Levelling Up and Regeneration Act and the new Framework now in place, alongside the additional resources for planning departments the Government has recently announced, our planning reforms will accelerate the delivery of new homes.</p><p>The changes to the Framework create clear incentives for authorities to get their local plans in place. We remain committed to a plan-led system and national planning policy expects local planning authorities to make sufficient provision for housing and to identify the sites to deliver homes to meet the needs of their communities.</p><p>If Local authorities are not making sufficient progress, the Secretary of State will consider using his powers of intervention to ensure timetables and plans are put in place.</p>

answer text <p>Building more social and affordable homes is a priority for this Government, and councils have a key role to play in the delivery of new affordable homes. The Levelling Up White Paper set out the Government's commitment to increase the amount of social housing over time and build more genuinely affordable social housing.</p><p>The Government wants to see local authorities delivering the next generation of council housing and we have given them a comprehensive range of tools to do so. Our £11.5 billion Affordable Homes Programme, which councils can bid for, will leverage public and private finance to provide new homes across the country.</p> more like this

answer text <p>The Government is committed to increasing housing supply across the country and supporting young people and families on to the housing ladder. We committed to deliver 1 million new homes by the end of this Parliament and continue towards its target to increase building output to 300,000 homes a year.  We are making strong progress: in 2019/20, around 244,000 homes were delivered – the highest level for over 30 years and the seventh consecutive year that net supply has increased.</p><p>As a new Department with a renewed emphasis on levelling up, we are currently reviewing departmental programmes, engaging with key stakeholders and will come forward with our proposals for reform of the planning system in as soon as possible.</p> more like this

answer text <p>The Government is committed to increasing the use of Modern Methods of Construction (MMC), including modular housing. MMC has the potential to improve the quality of new homes, deliver more energy efficient homes, reduce construction waste, improve productivity and address the shortage in construction skills.</p><p>At Budget 2021, we announced the creation of the MMC Taskforce, backed by £10 million of funding, to accelerate the delivery of MMC homes in England. The taskforce will consist of experts from across government and industry to fast-track the adoption of modern methods of construction. Once constituted, the taskforce will work closely with local authorities and mayoral combined authorities.</p><p>In addition, the Local Authority Acceleration Construction programme provides investment to unlock up to 32,000 additional homes on surplus public sector land more quickly using MMC.</p><p>The £535 million Small Sites Fund unlocks land for homes on small and stalled housing sites, with MMC requirements within Homes England grant agreements with local authorities for the Fund.</p>
