answer text <p>Sheffield City Region Combined Authority is currently able to borrow in relation to its functions as a transport authority. The ability to borrow in relation to all functions is subject to the agreement of a debt cap with HM Treasury, which Sheffield City Region have requested following the full implementation of their devolution deal. These borrowing capabilities are consistent with those available to other Combined Authorities.</p><p> </p><p>HM Treasury will make an assessment of Sheffield City Region’s borrowing plans to inform discussions on any debt cap.</p> more like this

answer text <p>Around 2500 consultants from approximately 72 different consultancies have been hired by the Department for any period from 1 March 2020 to the present day to undertake work on the planning and then rollout of the NHS Test and Trace programme. The figures have changed week on week since the programme began. Information how these figures are apportioned between the planning and rollout phases is not held in an appropriate format and could only be obtained at disproportionate cost.</p><p>In financial year 20-21, £450 million is budgeted for Professional Services, which includes management consultants. This was revised on 28 Feb 2021 from £438 million. We do not have an audited figure which differentiates between what was spent on the planning and the rollout stages of the Test and Trace Programme. Audited annual accounts will be published later this year for the Test and Trace Programme.</p><p>Every consultancy contract awarded by the Department contains a set of service objectives and activities which the suppliers will deliver. These are set out in the individual contracts which are published. The service objectives are linked to the overall programme plan and</p><p>business objectives for the Test and Trace initiative. Each contract has a different timeframe for the delivery and completion of its objectives; progress and performance is monitored by regular meetings and engagement with the supplier.</p><p>£450 million of the £22 billion funding for Test and Trace, is allocated to ‘professional services’ which includes management consultants. Audited annual accounts will be published later this year for the Test and Trace Programme.</p>

I have, therefore, asked the Authority to respond.</p><p><strong>Professor Sir Ian Diamond</strong> | National Statistician</p><p> </p><p>The Lord Scriven</p><p>House of Lords</p><p>London</p><p>SW1A 0PW</p><p> </p><p>26 February 2021</p><p> </p><p>Dear Lord Scriven,</p><p> </p><p>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking how many jobs have been lost in each parliamentary constituency in South Yorkshire in the current financial year to date <strong>(HL13503)</strong>.</p><p> </p><p>The Office for National Statistics (ONS) produces labour market statistics for small areas from the Annual Population Survey (APS), which is a survey of people resident in households in the UK.</p><p> </p><p>The APS cannot be used to measure the number of people who have lost their jobs, but instead can provide estimates of how the size of the workforce has changed over time. The survey provides level estimates for 12-month periods, based on interviews taking place throughout that time. answer text <p>The Insolvency Service publishes National Statistics on insolvency cases for England and Wales combined. It is not possible to identify accurately companies that trade in South Yorkshire specifically, or companies that operated within specific parliamentary constituencies before entering insolvency. The data used for insolvency statistics is compiled from information at Companies House. answer text <p>The value of claims split by Parliamentary Constituency is not available. The Coronavirus Job Retention Scheme provides funds to PAYE schemes to support employers to pay a proportion of the wages of furloughed staff. The registered address for PAYE schemes can be in a different area to that where their employees live and work. In addition, for PAYE schemes claiming for between one and 99 employments there was no requirement to specify the amount claimed for each employment. As a consequence, it is not possible to provide reliable figures for the monetary value of the support provided by geographical area.</p> more like this
