answer text
Neighbourhood planning gives communities a powerful set of tools to shape their area. The Written Ministerial Statement of 12 December 2016 (HCWS346) introduced additional protection to neighbourhood plans where all of the following criteria apply:

•the written ministerial statement is less than 2 years old, or the neighbourhood plan been part of the development plan for 2 years or less;

•the neighbourhood plan allocates sites for housing; and

•the local planning authority can demonstrate a 3-year supply of deliverable housing sites against its 5 year housing requirement.

The Housing White Paper committed to take forward this important protection in the revised National Planning Policy Framework. Guidance for decision makers on interpreting the Written Ministerial Statement, in light of recent Court judgements, was published on 10 August 2017 https://www.gov.uk/guidance/neighbourhood-planning--2 (Paragraph: 083) and we will provide further clarification where necessary. Revised guidance will also set out more clearly how the five-year land supply should be calculated.

answer text
The National Planning Policy Framework requires local planning authorities to identify a supply of deliverable sites sufficient to provide five years worth of housing against their housing requirements. Most areas produce an annual assessment of their position in five year land supply but this position may alter throughout the year as a result of market conditions and challenge at appeal.

The Housing White Paper included a proposal to offer greater certainty to local planning authorities, developers and communities by enabling authorities to consult with key stakeholders and agree their housing land supply with the Planning Inspectorate. This would then be fixed for a one-year period.

more like this

answer text
The Government and the Information Commissioner recognise the challenges facing organisations across the UK in their preparations for the Data Protection Bill and the General Data Protection Regulation (GDPR). There are already resources on the Commissioner's website (ico.org.uk) to help organisations employing fewer than 250 people, including parish councils, prepare. The Commissioner has launched a dedicated helpline service for smaller organisations and has updated its 'SME toolkit' to reflect the requirements of the GDPR. The Commissioner will also be simplifying her "12-step" GDPR preparation guidance in response to feedback from small and micro-enterprises and will continue to develop further guidance on both the Bill and GDPR.
more like this

answer text
Parish Councils, like other data controllers, are currently required to adhere to the Data Protection Act 1998. Although the General Data Protection Regulation (GDPR) does change the requirements on data controllers, the Government's view is that the step up to these new standards will not be a disproportionate burden. For example, to assist with the transition, the Information Commissioner has launched a dedicated helpline service for smaller organisations and has updated its 'SME toolkit' to reflect the requirements of the GDPR.
more like this
