answer text <p>Increasing the number of rape convictions continues to be a priority in the criminal justice system. On 6 June 2014, a Rape Action Plan was jointly published by the police and Crown Prosecution Service (CPS), which sets out a series of actions designed to improve the criminal justice response in rape cases. This followed a Rape National Scrutiny Panel led by the Director of Public Prosecutions and the National Policing lead for rape, which considered the investigation and prosecution of rape cases including their referral from the police to the CPS. answer text <p>During the passage of the Criminal Justice and Courts Bill through this House my officials and I have received representations from Members of the House and a number of stakeholders on the use of reasonable force for the purposes of ensuring good order and discipline in Secure Colleges.</p><p> </p><p>The Bill provides for the use of force by a custody officer in discharging his or her duties, but only in circumstances authorised by Secure College rules. At Report stage on 16 May 2014 I announced that we will be consulting on the approach to the Rules, while the Bill is still before Parliament.</p><p> </p> more like this

answer text <p>The Secure College will be a step change from the traditional custodial environment of bars on windows and the initial design draws on innovation and learning from developments of community based schools and colleges. Although the Secure College will be fundamentally different from a Young Offender's Institution, we are making use of the previous work where relevant.</p><p> </p><p>The plans drawn up in 2009 were focused on delivering facilities specifically designed for young people, albeit a different cohort. It is therefore inevitable there will be similarities between the design solutions. However, present designs are fully reflective of the broader cohort a Secure College could take and the accommodation has been configured accordingly to ensure their safety and well being.</p><p> </p><p> </p> more like this

answer text <p /> <p /> <p>Bids that were evaluated to have passed a predetermined Non-Price Evaluation score threshold then had their price evaluated to verify that they complied with the price threshold requirements.</p><p> </p><p>Bids that passed both thresholds, had the Non-Price Evaluation score and the price combined to create the Overall Price Per Quality Point.
