answer	answer is ministerial correction date of answer 27/01/2015 answer text <p>We take the mental health of our personnel very seriously, and are committed to ensuring that help is available for everyone who needs it. The Defence Medical Services (DMS) have in place a variety of measures to identify, assess and treat issues at the earliest possible opportunity.</p><p>The effectiveness of these services is measured by a variety of formal processes. Our facilities are subject to regular Health Governance Assurance visits, from both internal Ministry of Defence (MOD) officials and independent external bodies such as the Healthcare Commission, in 2008, and its successor the Care Quality Commission, in 2011. Both of the latter organisations visited a representative selection of MOD's Departments of Community Mental Health (DCMHs), and reported favourably on the care and treatment which they provided.</p><p>Internally, the DCMHs regularly undertake patient satisfaction surveys, and carry out audits of patient care to ensure that they adhere to the guidelines set out by the National Institute for Health and Care Excellence (NICE). We also ensure that all staff are appropriately registered and subject to regular appraisals. Our current estimate is that data will be collected nationally from spring 2016.</p><p> </p><p>The Department is in the process of commissioning a new prevalence survey of children and young people’s mental health. The prevalence survey, when completed, will provide data on the prevalence of mental health disorders in children and young people. answer	answer is ministerial correction date of answer 27/01/2015 answer text <p>Every death in custody is a tragedy, and the Government is committed to reducing the number of self-inflicted deaths in prisons.</p><p> </p><p>All prisons are required to have procedures in place to identify, manage and support people who are at risk of harm to themselves. Building on this, the National Offender Management Service (NOMS) has put in place additional resources for safer custody work in prisons and at regional level. These staff support safer custody work in prisons and share good practice across establishments. NOMS will be conducting a review of the operation of the Assessment Care in Custody &amp; Teamwork (ACCT) process in 2015.</p><p> </p><p>Young adults are a particularly challenging and vulnerable group, and that is why we have commissioned an independent review into the deaths of 18 to 24-year-olds in prison custody. Between 2012-2016, the Government will spend over £400million on music and cultural education which includes the £109 million package of funding for arts and music education in 2015-16 that the Secretary of State for Education and the Secretary of State for Culture, Media and Sport announced today (26 January 2015). We are making £141m available from 2015 to 2021 via the Rural Development Programme, to encourage farmers to invest in their businesses, and improve their skills and business efficiency. answer	answer is ministerial correction date of answer 26/01/2015 answer text <p>The National Offender Management Service (NOMS) takes the issue of all contraband in prisons extremely seriously and deploys a comprehensive range of robust searching and security measures to detect items of contraband both at the point of entry to the prison and concealed within the prison.</p><p> </p><p>NOMS is aware of the increase of the use of New Psychoactive substances (NPS) across the prison estate and has developed comprehensive guidance for prison governors and staff, which sets out the existing measures available to them to deal with NPS in the same way as other drugs. This includes;</p><p> </p><p>Any prisoner who is suspected of being involved in smuggling prohibited items, including legal highs, through visits can face cellular confinement, loss of privileges or have days added to their time in prison.</p><p> </p><p>The government recently introduced an amendment to the Criminal Justice and Courts Bill to expand prisons' powers to test prisoners for non-controlled drugs. New, additional powers in the Criminal Courts and Justice Bill will give powers to specify non-controlled drugs (including so-called ‘legal highs’) which can be tested for as part of the Mandatory Drug Testing Programme.</p><p> </p><p>In addition to the existing searching measures in place NOMS have trained 13 active drug dogs in the detection of NPS.
