answer	answer is ministerial correction date of answer 05/02/2015 answer text <p>There are currently no plans to make representations at European Level on the use of the word chocolate.</p><p> </p><p> </p><p> </p><p>The Cocoa and Chocolate Products (England) Regulations 2003 set out the composition and standards for chocolate including definitions. Chocolate shall not contain less than 35 per cent total dry cocoa solids and milk chocolate or family milk chocolate not less than 20 per cent total dry cocoa solids.</p><p> </p><p> </p><p> </p><p>There are rules in place under the Food Information to Consumers (FIC) Regulations EU No 1169/2011 to ensure the consumer is not misled. Quantitative ingredient declarations (QUID) apply to all pre packed foods. The consultation sought views on how best to introduce this new duty, including what the sanctions should be for failure to report. The consultation closed on 12 January and we are carefully considering the responses. Friend, the Home Secretary, has made clear, the Government is committed to ensuring that our intelligence and law enforcement agencies have the powers they need to investigate crime, preserve national security and protect the public. These agencies need access to communications data, but capabilities continue to diminish due to rapidly changing technology. Both the Joint Committee on the Draft Communications Data Bill, which the Noble Lord chaired, and the Intelligence and Security Committee, which looked at this issue in detail, concluded that there was a gap in capabilities which needed to be addressed. The Government indicated at the time that we accepted the recommendations of the Joint Committee and were willing to make the changes necessary to give effect to those recommendations.</p><p>It is vital that this issue is returned to in the next Parliament, when the provisions in the Data Retention and Investigatory Powers Act 2014 will sunset, and when Parliament will also be able to consider the findings of the current review into investigatory powers that is being conducted by the Independent Reviewer of Terrorism Legislation, David Anderson QC.</p><p> </p> answering member printed Lord Bates question first answered 28/01/2015 14:33:20 answering member 1091 label Biography information for Lord Bates
