answer text <p><del class="ministerial">The House of Lords Administration offers three internships: one in the Committee Office and two in the library. These posts are salaried. In addition, the Administration offers an apprenticeship in the library and up to 24 work experience placements for school students.</del></p><p><ins class="ministerial">The House of Lords Administration does not offer any internships. The three posts erroneously identified as internships are Parliamentary Office of Science and Technology (POST) fellowships usually for PhD students, funded by the UK Research Councils, learned societies and charities. answer text <p>Local authorities (LAs) are under a duty to promote the use of sustainable modes of travel to school and are required to develop a strategy for sustainable local travel. Information about school travel and transport options available must be published on the LA’s website. LAs should carry out an audit of the sustainable transport infrastructure that supports travel to school and it is also good practice to audit individual school routes. The specifics of the audit and how often it should be reviewed are for a local authority to decide.</p><p> </p><p> </p><p> </p><p>On 18 July 2014, the Department for Education issued revised home to school travel guidance which advises LAs of these duties. answer text <p>The purpose of the visa system is to screen applicants before they make their journey to the UK. It is an effective tool for the UK in reducing illegal immigration, tackling organised crime and protecting national security. The current system of screening applicants before they arrive also speeds up processing at the port of arrival.</p><p>When applying for a visa, students are required to show that they have been accepted to study at an education provider in the UK. They must also demonstrate they have a sufficient level of English, funds to maintain themselves, relevant qualifications and a genuine intention to study.</p><p> </p> more like this

answer text <p>Since 2012 Sport England has made disability sport a key part of its strategy. The organisation is currently investing over £171 million to get more disabled people playing sport, including over £47 million to make sports facilities more accessible. Through its Get Equipped fund, Sport England has invested £1.15 million into 141 local sports clubs to purchase disability equipment. All of Sport England’s major capital investments are required to make their facilities accessible. To support designers, building owners and operators create accessible facilities Sport England publishes online tools and guidance. answer text <p>Supporting children with speech, language and communications needs (SLCN) is extremely important. The Children and Families Act 2014 provides the statutory framework for identifying, assessing and providing for children with special educational needs (SEN) and disabilities, including those with speech, language and communication needs. Guidance to early years settings, schools, colleges and local authorities on carrying out their duties under the Act is provided through the SEN and Disability Code of Practice.</p><p> </p><p> </p><p> </p><p>Education settings are responsible for deciding what specialist expertise they need to meet children and young people’s needs. The Department for Education is taking action to support the development of the workforce in a number of ways.</p><p> </p><p> </p><p> </p><p>The ‘Early Language Development Programme’ is raising awareness and providing practical training to professionals to improve early speech, language and communication development amongst children aged 0-5. The programme was commissioned and funded by the Department for Education and delivered by a consortium led by the specialist voluntary and community sector organisation I CAN. The programme also supports parents and carers with knowledge and skills to support their children’s speech, language and communication development.</p><p> </p><p> </p><p> </p><p>Funding is being provided to the Communication Trust which enables it to offer expert advice and support materials on SLCN for parents, young people, schools, colleges and other practitioners across education, health and care. It also enables them to disseminate the findings of the Better Communication Research Programme so as to promote the use of evidence based interventions to support children and young people with SLCN and a focus among commissioners on outcomes and value for money; and provide advice on specialist training and development for teachers and professionals in schools and colleges.</p><p> </p><p> </p><p> </p><p>The National College for Teaching and Learning is developing specialist resources for initial teacher training and new advanced level online modules on special educational needs - including resources on speech and language needs, to enhance teachers’ knowledge, understanding and skills.</p><p> </p><p> </p><p> </p><p>The National Scholarship Fund for teachers and support staff provides opportunities to apply for funding to undertake postgraduate qualifications and training in supporting children with SEN and disabilities, including those with speech, language and communication needs. Over 1,000 teachers and support staff have been supported through the fund since 2010.</p><p> </p><p> </p><p> </p><p>The National Association for Special Educational Needs, with funding from the Department for Education, has developed a new SEND gateway - an online portal offering education professionals free, easy access to high quality information, resources and training for meeting the needs of children with SEN and disabilities. <a title="" href="http://3dcpri-papp09/new_parliamentaryquestion/HL3942-%20Storey/Draft/HL3942%20SpAds%20Amends%2009.01.15.docx#_ftn1" target="_blank">[1]</a></p><p> </p><p> </p><p> </p><p>The AfA3As organisation is being funded to make the highly successful Achievement for All (AfA) approach available widely. It provides whole-school support to over 2000 schools to improve outcomes for pupils with SEN and disabilities.</p><p> </p><p> </p><p>Around 11,000 new SEN co-ordinators have been funded to undertake the Master's-level National Award for SEN co-ordination. The National Careers Service does a different job. The new company will not itself be a direct delivery organisation. answer text <p>The term “intern” is not defined in any legislation: entitlement to the minimum wage depends on whether or not an individual is a worker. If an internship meets the legal definition of a worker, then they must be paid at least the minimum wage from the start. Given the dependency on employment status, it is vital that employers and workers understand how this is determined.</p><p> </p><p> </p><p> </p><p>Last November, the Minister for Employment Relations launched a series of posters and an information video alongside 200 letters to employers to increase awareness of employers and interns rights and responsibilities in relation to the National Minimum Wage. This was followed by a Facebook campaign. The Facebook messages reached 160,000 young people and HMRC are currently evaluating the impact of the letters sent to employers.</p><p> </p><p> </p><p> </p><p>In addition, complaints from interns about non-payment of the minimum wage are prioritised by HMRC for investigation and HMRC will investigate every complaint made to the Pay and Work Rights Helpline. Any worker who believes that they are being paid below the minimum wage should call the helpline on 0800 917 2368.</p><p> </p><p> </p><p> </p><p>Determining an individual’s employment status can be complicated; this is why the Business Secretary announced a review of employment status in October this year, to help ensure an employment status framework in the UK that meets the needs of everyone. This is an internal review and will present findings to ministers early next year.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>The Government recognises that school links and exchanges can provide valuable opportunities to learn about other countries and to improve language skills. It is, however, for individual schools to decide whether or not they wish to participate in such exchanges.</p><p> </p><p>For those who do, there are many opportunities available, for example through the British Council’s Connecting Classrooms programme, the Global Learning Programme, which is jointly funded by the Department for International Development and the British Council, and the EU’s Erasmus + programme. answer text <p>We welcome the fact that as noted in my previous Answer on this subject (HL3224), more than 9 out of 10 independent schools are engaged on partnership activity. However, we want this to continue to be a voluntary activity, borne out of genuine enthusiasm for the benefits of such arrangements, and carried out in a way proportionate to the resources of the schools involved. It would be counter-productive if an artificial requirement for partnership resulted in a reduction in the resources that schools devote to the provision of scholarships and other assistance with fees, which also demonstrates public benefit and helps social mobility.</p> more like this
