<p>The Department collects data on the country of origin and country of despatch of
every oil cargo arriving in the UK. The definition for country of origin is in line
with international reporting requirements and existing UK non-preferential Rules of
Origin. This means that oils must be subject to substantial processing requirements
as stated in Section 17(3) of the Taxation (Cross-border Trade) Act 2018. In line
with these rules, oil products refined in a third country will be considered as originating
