answer text
The Government remains firmly committed to completing our reforms to the national school funding system, and introducing a direct national funding formula.

This will mean that each mainstream school is allocated funding on the same basis, wherever it is in the country, and every child can be given the same opportunities, based on a consistent assessment of their needs.

The Department is moving carefully towards the direct national funding formula over the coming years, working with the sector to ensure that the transition is a smooth one. From 2023-24, local authorities will have to move their own funding formulae closer to the national funding formula as part of our step-by-step approach to transition. Local minimum funding guarantee protections will remain in place to maintain stability for schools and protect them from sudden drops in pupil-led per-pupil funding.

We are also continuing to develop the schools national funding formula to allocate funding nationally in line with our recent consultation: https://consult.education.gov.uk/funding-policy-unit/implementing-the-direct-national-funding-formula/supporting_documents/Implementing%20the%20direct%20national%20funding%20formula%20%20government%20consultation.pdf. The Department's response will be published in due course.

The Department will also provide an update on the Schools Bill in due course.

answer text
The Yazidi community has suffered immense pain and loss as a result of the abhorrent crimes inflicted by Daesh/ISIS. The UK advocated strongly for the passing of the Yazidi Survivors' Law (YSL) in March 2021 and continues to advocate for and fund the work of the Directorate of Yazidi Affairs, which is responsible for securing reparations and justice for survivors. The British Embassy Baghdad has engaged specifically on extending YSL to children born of ISIS sexual violence, lobbying political parties, religious leaders and government stakeholders on the issue. We are working to ensure that after a new Iraqi government is formed, the High Committee of Community Peace will go ahead with planned dialogue aimed towards addressing this issue.
more like this

answer text
The NHS has published a delivery plan setting out a clear vision for how the NHS will recover and expand elective services over the next three years.

To support this recovery, the government plans to spend more than £8 billion from 2022-23 to 2024-25, in addition to the £2 billion Elective Recovery Fund and £700 million Targeted Investment Fund already made available to systems last financial year (2021/2022) to help drive up and protect elective activity. Taken together, this funding could deliver the equivalent of around nine million more checks and procedures and will mean the NHS in England can aim to deliver around 30% more elective activity by 2024-25 than before the pandemic. A significant part of this funding will be invested in staff – both in terms of capacity and skills. The Department has also committed to a £5.9 billion investment in capital – for new beds, equipment and technology.

Having met our target to eliminate long waits of two years or more for elective procedures in July, our next ambition is to eliminate waits of eighteen months or more by next April. Steps being taken include increasing capacity, seeking alternate capacity in other trusts or the independent sector, and engaging with patients to understand their choices.

answer text
With 1.25 million vacancies across the UK, Government’s focus is firmly on supporting people, including young people, into and to progress in work. Our approach is based on clear evidence about the importance of employment, particularly where it is full-time, in substantially reducing the risks of poverty. Employment support is a transferred matter in Northern Ireland.

The government understands the pressures people are facing with the cost of living and has taken further decisive action to help. The Energy Price Guarantee is supporting millions of households – including young people - with rising energy costs, and the Chancellor made clear it will continue to do so from now until April next year.
The Northern Ireland Energy Price Guarantee will provide households in Northern Ireland with equivalent financial support with their electricity and gas bills as for those in Great Britain beginning 1st November 2022 and backdated to 1st October 2022.

This is in addition to the over £37bn of cost of living support announced earlier in the year, which includes Cost of Living Payments of £650 (paid in two lump sums of £326 and £324) to more than 8 million low-income households on means-tested benefits and £150 to individuals receiving disability benefits – including young people who are in receipt of eligible benefits. These payments are delivered UK-wide.

We recognise that some people may need further support, which is why the government has provided an additional £500 million to help households with the cost of essentials, on top of what we have already provided since October 2021. Of the £500m, the NI Executive is receiving £14m.

answer text
Education is a devolved matter, and the response outlines the information for England only.

The department is committed to improving the cost, choice, and availability of childcare. We continue to look at ways to make childcare more affordable and to encourage families to use government-funded support they are entitled to.

The department has spent over £3.5 billion in each of the past three years on early education entitlements and continues to support families with the cost of childcare through Tax-Free Childcare and Universal Credit.

At the Autumn Budget and Spending Review 2021, the department also announced additional funding of £160 million in 2022/23, £180 million in 2023/24, and £170 million in 2024/25, compared to the 2021/22 financial year, for local authorities to increase hourly rates paid to childcare providers.

In July 2022, the department announced measures to increase take-up of childcare support and to reduce the costs and bureaucracy facing providers. These plans aim to give providers more flexibility and autonomy, and attract more people to childminding, while encouraging the growth of childminder agencies, enabling greater access to this flexible affordable form of care.

The department also has a campaign underway via the Childcare Choices website to ensure that every parent knows about the government-funded support they are eligible for to save money on their childcare bills. Childcare Choices is accessible at: https://www.childcarechoices.gov.uk/.

The department recognises the impact rising prices are having on many households, businesses, including early years sectors. On 21 September, the Business Secretary announced support through the Energy Price Guarantee and the Energy Bill Relief scheme to support millions of households and businesses with their energy costs over the winter. HM Treasury is reviewing who will be eligible for further support with energy bills after April 2023.
