answer text <p>VAT has been designed as a broad-based tax on consumption, and the 20 per cent standard rate applies to the vast majority of goods and services.</p><p> </p><p>It would be administratively challenging for suppliers to identify and apply a different VAT treatment to supplies based on the type of event and for HMRC to ensure that the VAT treatment and VAT accounting is applied correctly throughout the supply chain. Businesses and organisations in the supply chain are normally able to recover VAT on costs. However, they are unable to recover the VAT on costs used in making exempt or out of scope supplies.</p><p> </p><p>The Government keeps all taxes under review and welcomes representations to help inform future decisions on tax policy, as part of the tax policy making cycle and Budget process.</p> more like this

answer text <p>A formal competitive process was run by the Defence Equipment Sales Authority (DESA) under the Defence and Security Public Contracts Regulations on behalf of the Lithuanian Defence Materiel Authority (LTU DMA). During the bid process all but one of the bidders withdrew from the process. The competitive process was brought to a conclusion with the single remaining bidder as permitted by the Defence and Security Public Contracts Regulations. The contract was placed with Harland and Wolff (Appledore) Limited and immediately novated to LTU DMA and is proceeding in accordance with its terms.</p><p> </p> more like this

answer text <p>On 10 August 2022, the Department referred tixagevimab and cilgavimab (Evusheld) to the National Institute for Health and Care Excellence (NICE) to evaluate its clinical and cost effectiveness for preventing COVID-19. Between 29 July and 12 August, NICE consulted with stakeholders on the suggested remit, draft scope and list of consultees and commentators.</p><p>NICE has commenced this evaluation and currently expects to publish draft guidance in April 2023, with final guidance to follow in May 2023. In discussion with AstraZeneca, NICE is expediting the appraisal process by bringing forward the deadline for the manufacturer’s evidence submission.</p> more like this

answer text <p>It is a priority for the Foreign, Commonwealth and Development Office with the UK Government to implement, uphold and strengthen the United Nations Convention on the Law of The Sea (UNCLOS). UNCLOS provides a framework for developing more detailed treaties and instruments that tackle areas of interest to the UK such as the Protocol against smuggling migrants, fisheries instruments, instruments concerning pollution and conservation.</p><p>The Foreign, Commonwealth and Development Office are championing the development of a new Implementing Agreement on marine biodiversity of the High Seas negotiations on which were recently suspended in New York but are expected to resume early in 2023. The UK continues to work through the International Maritime Organisation, Regional Fisheries Management Organisations and other bodies to develop regulations, guidance and best practices that support safety, security and conservation of the ocean. We are also deploying our military assets to uphold freedoms where they are challenged, and delivering capacity building to countries to support effective and sustainable management of their marine zones.</p>
