answer text <p>The UK Health and Safety Laboratory conducted a small pilot study of a number of technologies used as ‘air purifiers’ as a preliminary indication of the potential for these systems to improve air quality. However, this pilot preceded the COVID-19 pandemic and therefore did not focus on airborne virus control.</p><p> </p><p>While the Scientific Advisory Group on Emergencies undertook a review of existing evidence on the application of UV disinfection, visible light, local air filtration and fumigation technologies to microbial control, it did not make an assessment of technologies supplied by companies. In our earlier answer to Question 496, we stated that Public Health England undertook an assessment of such technologies. answer text <p>On 8 April, the Secretary of State for Housing, Communities and Local Government announced a new UK-wide Welcome Programme to support Hong Kong BN(O) status holders with a package worth £43.1 million.</p><p>MHCLG has been working across departments to discuss ways to ensure BN(O) status holders are able to access appropriate employment and business opportunities, including the recognition of qualifications. answer text <p>Fraudsters will use any means they can, including through highly deceptive and sophisticated techniques such as text messaging scams, to trick people into handing over their hard-earned money.</p><p>This Government is committed to protecting people from all types of fraud and pursuing those who perpetuate these crimes wherever possible. It is for this reason as part of the 2020 Spending Review, the Government committed a further £63m to the Home Office to tackle economic crime, including fraud. In May, we published a Statement of Progress on the Economic Crime Plan which committed to developing a comprehensive Fraud Action Plan.</p><p>We are working closely with the Department for Digital, Culture, Media, and Sport (DCMS) and the telecommunication industry to tackle fraud carried out through texts and calls and close those vulnerabilities criminals too easily exploit. We are also engaging with the banking sector to ensure victims are not left out of pocket through no fault of their own. Certain banks are subject to the Contingent Reimbursement Model; a voluntary code signed up to by some banks, which commit them to reimbursing victims of fraud. answer text <p>Building owners, including local authorities, have the responsibility to maintain and oversee their toilets. To ensure buildings are safe, we are undertaking a programme of work to upgrade statutory guidance supporting the Building Regulations. The Government is undertaking a full review of Part M (access to and use of buildings) which includes a review of guidance on new accessible toilets and wider inclusive design for new buildings. We also recently carried out a call for evidence to establish the best way to deliver the right mix of toilets for everyone as a priority. answer text <p>The Youth Custody Service (YCS) placement team is responsible for placing children and young people under the age of 18 who have been remanded or sentenced into youth secure accommodation.</p><p> </p><p>The youth estate is currently comprised of three sectors: Young Offender Institutions (YOIs), often larger establishments for boys aged 15-17; Secure Training Centre’s (STCs) –smaller establishments for boys and girls aged 12-17, with a higher staff to young person ratio for children who may require additional support; and Secure Children’s Homes (SCHs), which are operated by local authorities, and accommodate boys and girls aged 10-17. SCHs have a high ratio of staff to young people and are generally smaller facilities of 18-24 beds. The YCS contract beds for young people sentenced or remanded to custody at 8 SCHs, however, SCHs also hold children held on secure welfare orders.</p><p> </p><p>A decision on the most appropriate accommodation to place a child is made following an assessment by the Youth Offending Team (YOT). The YCS will then make a decision about the most appropriate placement after consideration of each child’s individual needs and their YOT’s placement recommendation, against the available accommodation. Decisions are made with children’s best interests as the primary consideration. Other factors including (but not limited to) age and gender; risk of harm (to self and others); family and resettlement; and maturity and resilience are also taken into account.</p><p> </p><p>The number of children moved from other training centres to Rainsbrook STC amounts to five or fewer individuals. Providing this information would risk identification of the individuals concerned meaning that disclosure would be in breach of our statutory obligations under the General Data Protection Regulation and/or the Data Protection Act 2018. We have commenced work to remove all children from Rainsbrook, transferring them to alternative appropriate accommodation within the youth secure estate. Separate to this, we are considering the future of the centre, with a further announcement to be made on this position in due course.</p>
