This includes at least £6.6 billion spent in research and development. These investments will modernise our Armed Forces and support jobs across the UK.</p><p> </p><p>Defence spending benefits every part of the UK. All personnel have access to the Career Transition Partnership for two years before and after discharge - over 84% of Service leavers find employment within six months. But we go further, working across Government, we have launched an interview scheme and a national insurance holiday for employers. We have also referred the European Charter of Local Self-Government (Incorporation) (Scotland) Bill.</p><p> </p><p>It would not be appropriate for me to comment in detail on what are live proceedings.</p><p> </p><p>Ultimately, our concerns with regards to these Bills do not relate to their policy content, nor to the approach the Scottish Parliament has taken in incorporating these international agreements into Scots law.
