answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is delivering the FCTC 2030 project, including supporting fifteen low and middle-income countries to accelerate the implementation of the WHO FCTC. Implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, including tobacco track and trace systems, is not a specific area of focus for the FCTC 2030 project. However, several FCTC 2030 countries have joined the Protocol. They are subject to a rigorous recruitment process followed by a comprehensive training programme in disability assessment. The assessment is not a medical assessment requiring the Healthcare Professional to diagnose a condition and recommend treatment options. The focus is on ensuring Healthcare Professionals are experts in disability analysis, drawing on evidence supplied by the claimant and their GP or specialist clinical team, with knowledge of the likely functional effects of a wide range of health conditions.</p><p> </p><p>While preparing to undertake an assessment, Healthcare Professionals can access a wide range of clinical resources to research any conditions presented. A Stats19 review started in autumn 2018 and is currently considering what amendments need to be made to the collection.</p><p> </p><p>In making recommendations for change, the review considers evidence on the burden this would impose on the police to collect it, the practicality and likely quality of the data collected and potential benefits in building the road safety evidence base to save lives. answer	answer is ministerial correction date of answer 14/01/2019 answer text <p>HM Revenue &amp; Customs (HMRC) has conducted a competitive tendering exercise to appoint an independent ID issuer who will be responsible for the issue of unique tracking codes and operator identifiers. The tender documentation specified that bids must comply with the EU Tobacco Products Directive and Implementing Regulations. This will enable traceability from the point of manufacture or importation to the first retail outlet, and ensures independence from the tobacco industry. Details of the successful bidder will be announced as soon as the contractual arrangements are finalised.</p><p> </p><p>The track and trace system is not a revenue collection system, however when used alongside existing controls it will help enforcement officers identify non duty paid tobacco products and take action against those responsible.</p><p> </p><p>The implementing legislation for the EU Directive specifies strict and comprehensive criteria by which independence from the tobacco industry is determined. This criteria has been, and will continue to be met at all times. While HMRC has no plans to publish representations made by the tobacco industry as they may contain taxpayer or commercially sensitive information, details of meetings between HMRC officials and the tobacco industry are published on gov.uk.
