answer text <p>The UK remains committed to reducing conflict in South Sudan. We support the ongoing peace process, including by providing funding through the Conflict Stability and Security Fund to region led monitoring bodies – the Revitalised Joint Monitoring and Evaluation Commission (R-JMEC) and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM). We also provide support to civil society to help hold the parties accountable to the peace deal, and to the South Sudan Council of Churches for their dialogue and reconciliation work. In the coming months we will launch a Peacebuilding Opportunities Fund to foster innovative and sustainable peacebuilding initiatives, primarily at the local level.</p> more like this

answer text <p>The Government recognises the sensitivities of these issues and the strongly held views of stakeholders on all sides of the debate. The Government takes its obligations under the Convention seriously, including having had positive dialogues with the UN CEDAW Committee very recently, and carefully considering the contribution civil society groups and statutory agencies make to the process.</p><p> </p><p>Given these issues are devolved, it is the Government's preference that any changes to the provision of healthcare, including in relation to abortion law in Northern Ireland, are addressed by a restored Executive and Assembly.</p><p> </p><p> </p> more like this

answer text <p>The Government recognises the sensitivities of abortion law and the strongly held views of stakeholders on all sides of the debate.</p><p>The Minister for Women and Equalities recently gave evidence to the Women and Equalities Select Committee inquiry into abortion law in Northern Ireland, alongside the Secretary of State for Northern Ireland. The Minister for Women and Equalities said she was aware of the cases where women are not getting access to information about relevant services, including the travel scheme to enable women normally resident in Northern Ireland to access abortion services in England.</p><p>Since their joint evidence session, the Minister for Women and Equalities has written to the Secretary of State for Northern Ireland on the issues.</p> more like this

answer text <p>All the significant recommendations from Lord Ashcroft’s Veterans’ Transition Review have been implemented and are now routine business for the Ministry of Defence (MOD). In May 2018, Lord Ashcroft stepped down as the Prime Minister’s Special Representative on Veterans’ Transition. In his letter to the Prime Minister, he said that while work remains to be done, “<em>I am pleased with the many practical changes that have been brought about as a result of the Transition Review, and that the whole issue of veterans’ transition now has a higher profile in government and beyond</em>.” The full text of Lord Ashcroft’s letter to the Prime Minister, along with a copy of the Review, follow-up reports and associated documents can be found at the following address:</p><p><strong>http://www.veteranstransition.co.uk/</strong></p><p> </p><p>This Government is not complacent, and we are working to further support our military veterans. In November 2018 the UK, Scottish and Welsh Governments published an evidence-based ‘<em>Strategy for our veterans</em>’ which will work to ensure veterans’ issues are considered, coordinated and delivered across the UK <strong>(https://www.gov.uk/government/publications/strategy-for-our-veterans).</strong> This builds on existing progress, including in health issues where specific care pathways for veterans have been developed around mental health and prosthetic aftercare.</p><p> </p><p>As part of the Strategy we are also this year introducing a holistic transition policy. Transition support currently provided by the MOD largely focuses on employment support, delivered by the Career Transition Partnership (CTP), which supports Service leavers in their transition from military to civilian life through a range of career and employment support services including skills development workshops, seminars, resettlement training advice, vocational training courses, career consultancy, one-to-one guidance and job finding support.  However, transition is far wider than finding employment, and relates to the significant life changing processes which affect both the Service person and their immediate family through the entire time they are within or connected to the Armed Forces, through to discharge and beyond, which need to be appropriately addressed to ensure successful transition into civilian life.  This will include transition to civilian health care.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>An indicator for ex British Armed Forces was added to the Mental Health Services Data Set in 2017/18.</p><p> </p><p>However, data is still in its infancy and indicator completion rates are currently only at 13%. NHS England is investigating ways to improve this. The expansion of NHS England’s general practitioner veteran friendly accreditation service and Veterans Covenant Hospital Alliance are expected to be helpful in improving the situations.</p> more like this

answer text <p>The Department for Transport does not hold this information. The Government is responsible for setting the regulatory structure within which licensing authorities in England issue taxi and private hire vehicle service licences.</p><p> </p><p>Licensing authorities have a duty to ensure that any person to whom they grant a licence is a fit and proper person. As part of this assessment all licensing authorities require an enhanced Disclosure and Barring Service (DBS) check; this provides details of convictions and cautions and may include additional information which a chief police officer reasonably believes is relevant and ought to be disclosed.</p><p> </p><p>The Department is consulting on draft statutory guidance to be issued to licensing authorities on how they should use the extensive existing powers to protect children and vulnerable adult when using these services. This includes a policy on the assessment of previous criminal convictions. The draft policy places passenger safety as the priority while enabling past offenders to sufficiently evidence that they have been successfully rehabilitated so that they might obtain a licence.</p><p><strong> </strong></p>

answer text <p>We are appalled by the findings of the UN Commission on Human Rights’ report on South Sudan, published in February, which for the second year running concludes that many of the abuses and violations reported could amount to war crimes and crimes against humanity. Our efforts to support change in South Sudan primarily focus on maximising the chances of success of the peace agreement signed in September 2018, as without progress on this there is little hope for improvement. As part of this we have frequently urged African Union members, particularly from the Inter-Governmental Authority on Development, to ensure that the parties to the agreement meet their commitments to deliver sustainable peace, and to ensure accountability for those who work against it. In addition, through our diplomatic engagement, we urge the Government of South Sudan to implement its peace commitments and to address the human rights situation. This has included recent engagement in Juba and Geneva where we have raised the findings of the report as part of discussions regarding the renewal of the mandate for the UN Commission on Human Rights in South Sudan.</p>
