answer text <p>The Government is committed to tackling tax avoidance and ensuring that companies and individuals pay their fair share of tax.</p><p> </p><p>HMRC has a suite of powers to tackle and challenge those who promote or otherwise enable tax avoidance. Those who design, sell, manage or otherwise promote tax avoidance schemes face a range of sanctions including penalties if they fail to disclose their schemes to HMRC where required to do so under the Disclosure of Tax Avoidance Schemes (DOTAS) regime. They can also face action under the Promoters of Tax Avoidance Schemes (POTAS) regime which includes imposing conditions on them to ensure they change their behaviour. And, if any person (not just a scheme promoter) enables another person to use abusive tax arrangements which HMRC later defeats, they could be subject to the an ‘Enabler’s’ penalty.</p><p>Under the ‘Enablers’ penalty, introduced in Finance (No. 2) Act 2017, anyone who knowingly enables another person to use an abusive tax arrangement that is later defeated by HMRC will face a penalty of 100% of the fees they have earned from that activity. This new legislation is at the forefront of HMRC work to disrupt the avoidance market, identifying both the schemes and the individuals behind them and acting quickly to challenge them. It strengthens HMRC’s tools for tackling both promoters and others who profit from enabling others to try to avoid tax.</p><p>The effectiveness of HMRC’s powers is kept under review.</p><p> </p>

answer text <p>Our HIV/AIDS research focuses on HIV prevention technologies and understanding the structural drivers/factors that can increase HIV infection. Underpinning these themes is the need for strong health systems, to deliver services to those who need it.</p><p> </p><p>Our product development research portfolio includes the International Partnership for Microbicides (IPM). IPM is developing the first long-acting HIV prevention (containing an antiretroviral drug) designed for women, a self-initiated female prevention product.</p><p> </p><p>Research into the root causes of HIV and how best to tackle them are being addressed through the Tackling the Structural Drivers of HIV (STRIVE) and the recently completed Evidence for HIV Prevention in Southern Africa (EHPSA) projects.</p><p> </p><p>The results of this research have the potential to increase adherence to treatment and reduce drug resistance. It will help some of the most poor and vulnerable people, and will be of benefit to people in all countries affected by HIV/AIDS including the UK.</p><p> </p><p>DFID is also supporting the scale-up of long-acting technologies through our funding to Unitaid. Unitaid is a global health initiative which aims to improve access to medicines, diagnostics and preventative commodities for people affected by HIV/AIDS, TB and malaria in lower income countries. The Unitaid board has recently approved development of grants to drive innovation and rollout of the rich pipeline of long-acting technologies for HIV and other diseases.</p>

answer text <p>In addition to the long-term funding settlement for the National Health Service, HM Treasury committed to providing extra funding to meet the costs to the NHS arising from the ongoing actuarial valuation of the NHS Pension Scheme. Work is ongoing to ensure the additional cost to participating employers is appropriately funded. Discussions are underway with NHS England and NHS Improvement to determine the optimum method for distributing this funding to NHS commissioners and service providers. answer text <p>A contract was awarded in October 2018 to refurbish the existing runway and install new arrestor beds at RAF Northolt. Construction works will commence in spring this year and will be completed in autumn. The airfield will be closed during this period to fixed wing aircraft, though rotary operations will continue.</p><p>During the project's design process, full account is being taken of the Military Aviation Authority's regulations. Once the works are complete, full details will be published in Aeronautical publications and the Defence Aerodrome Manual.</p> more like this

answer text <p>No assessment has been made. The National Health Service pay award is based on changes to the Agenda for Change (AfC) contract. Where hospice staff are not employed on an AfC contract remuneration levels are a matter for the hospice concerned.
