answer	answer is ministerial correction date of answer 21/11/2018 answer text <p>The water vole is a protected species, listed under Schedule 5 of the Wildlife and Countryside Act 1981 and a species identified as being of principal importance under the Natural Environment and Rural Communities Act 2006. As part of this, the species has a number of priority actions assigned to it, and as this is a devolved matter, the following information refers to actions in England.</p><p> </p><p>Natural England is committed to the actions set out in the Species Action Plan for water voles, alongside partner organisations noted within the plan, and recently published ‘A Review of the Population and Conservation Status of British Mammals’, which identifies and confirms areas of work where continued resource should be placed to conserve and enhance water vole populations. Natural England is working with Sussex University, Brighton University, the Wildlife Trusts and People’s Trust for Endangered Species to undertake a habitat suitability mapping exercise to maximise conservation gain using a landscape scale approach. Dependent on these findings and the results of another project, with WildCru (Oxford University) and specialist water vole consultants assessing mitigation techniques used in development, Natural England is considering adapting its licensing policies with the aim of maximising conservation gain for the species at a landscape scale.</p><p> </p><p>Since 2010 the Environment Agency has delivered 328 projects that included habitat creation or improvement for the benefit of water voles. It has restored 6,725 hectares and created 6,330 hectares of priority habitat in rivers, lakes and coastal waters. The Environment Agency has delivered training to relevant staff across its organisation to raise awareness of water voles and their protection, and screens its activities to ensure water voles and their habitats are protected from damage.</p><p> </p><p>Agri-environment schemes such as Countryside Stewardship provide suitable habitat for wildlife including water voles and other small mammals. Scheme options that benefit water voles include buffer strips alongside ponds, ditches, and other watercourses and fencing alongside watercourses to protect bankside vegetation.</p><p> </p><p>In addition, the Forestry Commission is currently undertaking a flagship project for water voles in Kielder Forest. It is vital that Zimbabwe's political leaders focus on moving the country forward, with all parties rejecting violence, upholding the rule of law, and putting the best interests of the country first.</p><p>Zimbabwe faces its most serious economic situation since 2008, with simultaneous cash, liquidity and fiscal crises. Without fundamental reform, the economic crisis will deepen. His transition team is currently working with President Temer's Government on preparations for the handover on 1 January. We understand this process is going smoothly. No Ministerial meetings are currently scheduled with the President-elect. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. The Jordanian Government is currently leading the response in providing assistance.</p><p> </p><p>DFID has provided £18.9m to support UNESCO initiatives in 2018. This includes the UNESCO World Heritage International Assistance Fund from which Petra has received aid in the past. Civilian casualties are a tragic result of the ongoing insurgency and of terrorist attacks, including by ISKP. We continue to urge all sides to take all measures possible to avoid civilian casualties. It is vital that the lives of civilians must be protected. A political solution is the only way to achieve lasting peace and stability in Afghanistan and the region. The Afghan Government has shown an impressive commitment to peace. For example, we have for several years led the international response to the situation in Somalia; we have played an active role in the Troika (together with the United States and Norway) to address the conflict in South Sudan; we have given important support to the Cyprus negotiations as one of the Guarantor Powers; and we recently co-hosted a high level event in New York focusing on ending the Rohingya crisis in Burma.</p><p>As a permanent member of the UN Security Council (UNSC), the UK often leads discussions on a range of conflict and post-conflict situations, including the UN strategy to combat the Lord's Resistance Army in Central Africa; implementation of the peace process in Colombia; resolving post-1991 legacy issues relating to Iraq; as well as the situations in Libya, Sudan and Yemen. In addition the UK plays a leading role in the UNSC on Peacekeeping (particularly reform issues), the Protection of Civilians in Armed Conflict, and Women Peace and Security, in particular on women's participation and protection in peace processes. answer	answer is ministerial correction date of answer 15/11/2018 answer text <p>We have serious concerns about the human rights situation in Xinjiang and reports of the Chinese Government’s deepening crackdown; including credible reports of re-education camps and widespread surveillance and restrictions targeted at ethnic minorities.</p><p>During China’s Universal Periodic Review at the UN Human Rights Council on 6 November the UK made a statement which described our concern about the treatment of ethnic minorities in China, including Uyghurs. We also issued a specific recommendation, calling on China to implement the recommendations by the UN Committee on the Elimination of Racial Discrimination on Xinjiang, and to allow the UN to monitor the implementation. In addition, we raised our concerns about Xinjiang in our Item 4 statement at the September UN Human Rights Council, and we supported the statement of 26 October by the European External Action Service highlighting concerns about Xinjiang.</p><p>I raised our concerns about Xinjiang with Vice Minister Guo Yezhou during my visit to China on 22 July 2018.
