answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The Education and Skills Funding Agency (ESFA) continues to liaise with the local authority and regional schools commissioner team to monitor improvements in key stage 4 provision in the borough and identify local need. The ESFA also meets regularly with SK College Group to discuss the college’s offer of A level provision at their Knowsley campus. For 2018/19 academic year the college made 68 offers to study academic A levels at its Knowsley campus. Twelve learners progressed to enrol and attend at the college. However, due to low numbers it was financially unviable to deliver at the Knowsley Campus, so the learners access A Level provision on the St Helens Campus via bespoke transport.</p><p>For 2019 the college has committed to continue to promote the development of A level provision at the Knowsley campus and this is being marketed in their prospectus for 2019/20. They now have in place specific branding alongside targeted promotional activities including: a 2019 school leaver prospectus distributed to all local schools, supermarkets, convenience shops, community centres, and libraries; an A level advert in the college adult course guide in December which is distributed to 65,000 local homes across Knowsley and surrounding Liverpool areas; digital ad vans promoting the A level offer prior to college open evenings; and planned and targeted social media campaigns, local press promotions and railing banners. These are set out in the NHS Standard Contract along with the consequences of breaches of these. In many cases, the consequence would be a financial sanction.</p><p> </p><p>Since April 2016, most NHS providers agreeing to meet financial control targets as part of the sustainability funding programme are exempt from such sanctions. answer	answer is ministerial correction date of answer 21/11/2018 answer text <p>Several different quality incentive schemes operate in the National Health Service.</p><p> </p><p>The Quality and Outcomes Framework is a voluntary pay for performance scheme within the general practitioner contract. It focuses upon improving the care of patients with one or more of 25 long term conditions. In 2018, NHS England undertook and published a Review of the Quality and Outcomes Framework which drew upon published evidence to evaluate its effectiveness and identify opportunities for reform. The recommendations made in the report are the subject of ongoing discussions with the General Practitioners Committee of the British Medical Association.</p><p> </p><p>The Commissioning for Quality and Innovation (CQUIN) and Quality Premium schemes are intended to drive improvement by providers, and are administered by clinical commissioning groups and NHS England. The indicators in both are routinely reviewed as part of the NHS Planning Round to ensure that the schemes reflect the latest clinical priorities.</p><p> </p><p>CQUIN has demonstrably helped secure improvements in certain areas: e.g. sepsis and venous thromboembolism management, hepatitis C treatment and staff flu vaccinations. However, we are also aware that some indicators have been less impactful, for example where we have pursued complex service changes or goals without a standard implementation method. We agree with the report's recommendations, including the pressing need for justice for victims and their families. It is important that the Government of Iraq allocates sufficient resource to this important task so that members of Daesh are held to account for their actions. The report will inform the work of the UN Investigative Team for the Accountability of Daesh in gathering evidence of Daesh crimes, for which the UK has provided £1 million in funding. UK officials in Baghdad regularly raise with the Government of Iraq the need to investigate missing persons and bring perpetrators to justice, but have not directly made representations about the number of criminal judicial processes it is engaged in nor about the planned timeline for exhumations. However, the UK and Iraq co-hosted a conference on 14 November in The Hague in order to discuss next steps on this agenda; attendees included UNITAD Special Adviser Karim Khan, the International Committee of Missing Persons and the Iraqi Chief Justice.
