It covers joint work on organised immigration crime; sharing of expertise on asylum processes and migrant returns; renewed deployment of a Border Force cutter to the Aegean to carry our search and rescue and save lives; facilitation of family reunification of unaccompanied asylum-seeking children where it is in their best interests as quickly as possible; and establishment of a strategic migration dialogue.</p><p>The UK Government continues to engage with Greece regarding the conditions on the islands where appropriate and necessary. At present the Greek Ministry of Migration and Asylum has enacted emergency measures to contain potential coronavirus outbreaks, including the provision of additional medical facilities and staff to the islands through the EU’s Emergency Support Instrument. We also understand that those most vulnerable to COVID-19 - the elderly and those with underlying medical conditions – have been moved to safer accommodation on the islands and the mainland. answer	answer is ministerial correction date of answer 18/05/2020 answer text <p>We continue to work closely with international partners towards peace in Yemen, Libya, Sudan and South Sudan, amongst other countries in conflict.</p><p>We fully support the efforts of the UN Secretary-General and the UN Special Envoy's call for all parties to engage in urgent political talks and de-escalate the conflict in Yemen. Now that Saudi Arabia have extended their unilateral ceasefire it is more important than ever that all parties seize this opportunity for progress in Yemen. A permanent ceasefire and co-operation with the UN-led political process is the best defence we have against a potentially devastating outbreak of COVID-19.</p><p>We are also deeply concerned by the continuing fighting in Libya. All the signs are that, despite calls for a humanitarian truce, hostilities are continuing on all sides. UK leadership helped secure UN Security Council Resolution 2510, which demands full compliance with the UN arms embargo and an end to foreign military interference in Libya. We continue to urge all parties to agree a ceasefire and return to UN-led political talks, which is the only means of achieving the peace and stability that most Libyans crave.</p><p>We welcome recent progress made in both Sudan and South Sudan towards resolving their long-running conflicts. Through our membership of the Troika, we have engaged their governments and international partners to support their respective peace processes. At the UN Security Council on 28 April, the UK urged both governments to continue to focus on building sustainable peace. In South Sudan, conflict between the parties to the September 2018 Peace Agreement has reduced. In February this year, the formation of the Transitional Government of National Unity marked a significant step forward in implementing the deal, bringing opposition leaders into the government. Although implementation of the Peace Agreement has slowed since the COVID-19 outbreak, we continue to urge all sides to ensure momentum is maintained. The Minister for Africa reiterated this point with 1st Vice President Machar on 29 April.</p><p>On Sudan, the UK supports Prime Minister Hamdok's commitment to secure a sustainable peace agreement to end conflicts in the county. We welcome initial progress in peace negotiations and agreement of a cessation of hostilities. answer	answer is ministerial correction date of answer 19/05/2020 answer text <p>To support the hospice movement in dealing with the COVID-19 pandemic, the Chancellor of the Exchequer announced on 8 April 2020 additional funding of up to £200 million for hospices as part of a wider package of £750 million for the wider voluntary and charity sector. This funding is supporting hospices by securing capacity to relieve pressure on the National Health Service as the Government manages its response to COVID-19.</p><p>The Department is also actively taking steps to ensure that staff operating in the hospice sector have access to the proper equipment, including adequate personal protective equipment (PPE), to continue to provide palliative and end of life care during this challenging period.</p><p>To address continuity of supply concerns, central delivery points provided by hospices, including children’s hospices, to the Department will get weekly drops of PPE until they can be added to the PPE e-commerce ordering portal. We closely monitor reports of Turkish airstrikes in the Kurdistan Region of Iraq, which Turkey has said were targeting members of the banned Kurdistan Workers' Party (PKK). We share concerns about restrictions imposed by the Kurdistan Regional Government (KRG) on the movement of camp residents. This has provided a vital lifeline to millions who are most urgently in need following the conflict with Daesh. The UK does not currently provide direct funding to Makhmur camp. answer	answer is ministerial correction date of answer 11/05/2020 answer text <p>On 31 March, we announced that pregnant women and prisoners with their babies in custody will be considered for Release on Temporary Licence (ROTL) on compassionate grounds during the COVID-19 pandemic. As of Friday 1 May, 21 pregnant women and mothers with babies in custody have been released.</p><p> </p><p>On 4 April, we announced the End of Custody Temporary Release scheme. This scheme enables risk-assessed prisoners, who are within two months of their release date, to be temporarily released from custody, as part of the national approach to managing public services during this challenging period. As of Friday 1 May, 30 offenders have been released under this scheme.</p><p> </p><p>Policy and guidance for both the End of Custody Temporary Release and COVID-19: Use of Compassionate ROTL can be found on gov.uk and is attached with this answer.</p><p><br> HMPPS took decisive action in March to restrict regimes and minimise movements between jails to save lives. Strong further measures were introduced to ease pressure on prisons with the early release of <a href="https://www.gov.uk/government/news/measures-announced-to-protect-nhs-from-coronavirus-risk-in-prisons" target="_blank">low-risk offenders</a>, <a href="https://www.gov.uk/government/news/prison-estate-expanded-to-protect-nhs-from-coronavirus-risk" target="_blank">temporary expansion of the estate</a>, and work to reduce the number of those held on remand.</p><p>Latest modelling informed by new Public Health England advice shows that creating headroom of c. 5,000 could be effective in limiting the spread of the virus. The population has already reduced by almost 3,000 over a seven-week period. answer	answer is ministerial correction date of answer 07/05/2020 answer text <p>In recognition of the importance of continued contact with family and to ensure stability in our jails the Government has moved quickly to keep prisoners in touch with their family members by the introduction of 900 secure mobile PIN phones for those prisons which do not already have in-cell telephony. These are in addition to, but operate in the same way, as wing PIN phones which remain in use.</p><p> </p><p>Behaviour is not part of the formal risk assessment for the allocation of mobile telephones for prisoners’ use. Access to the locked mobile PIN phones is given following completion of a risk assessment, for those deemed to represent the greatest risk to the public and require additional safeguards approval must be given by the Governing Governor.</p><p> </p><p>There has been no recent assessment of the impact of mobile PIN telephone use on families in the absence of visits. However, Lord Farmer’s Report in June 2019, “The Importance of Strengthening Female Offenders' Family and other Relationships to Prevent Reoffending and Reduce Intergenerational Crime” shows that facilitating regular family contact can reduce a prisoners’ likelihood of reoffending by 39%.
