We have acted to increase the incomes of the poorest in society, for example, by increasing the National Living Wage and announcing a £4.5 billion cash boost to Universal Credit in the last Budget. We are also working with the Social Metrics Commission, and other experts in the field, to develop new experimental statistics which will help us to find new and better ways to analyse poverty in this country. These will be published in 2020 and, in the long-run, could help us target support more effectively.</p><p> </p><p>Through our Jobcentre network, we are taking wider action to support vulnerable claimants. Advances of up to 100 per cent of a claimant’s expected Universal Credit award are available from day one of their claim, if required. Advances are paid back over a maximum of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, to 16 months.</p><p> </p><p>This is just one of a number of measures the Department has put in place to support claimants during their first assessment period, such as removing waiting days and paying those claimants moving from Housing Benefit onto Universal Credit a two week ‘transitional housing payment’. This information could only be obtained by a manual examination of CPS case files, which would incur disproportionate cost.</p><p>While the CPS does not collect data on defendants prosecuted by specific offence or the outcome of any prosecution, information is available for the number of offences concerning the keeping or management of brothels and controlling prostitution, in which a prosecution commenced at magistrates’ courts. The nature of these demolitions which took place within an area of the West Bank controlled by the Palestinian Authority is particularly concerning and we continue to monitor the situation closely. We regularly make clear our serious concerns about the situation in East Jerusalem to the Israeli authorities, both bilaterally and in co-operation with EU partners. We are strongly opposed to any attempts to change the facts on the ground in the East Jerusalem. Part of its strategy includes ensuring Universal Credit transactions are secure, including tackling loopholes fraudsters may seek to exploit, which sadly can target some of our most vulnerable claimants.</p><p> </p><p>It is, however, important to recognise that the vast majority of advances on Universal Credit are legitimate and ensure those in need of financial support get the help they need during their transition to Universal Credit.</p><p> </p><p>All claims where fraud may have been committed are investigated. We are committed to the use of penalties such as prosecutions and tough financial penalties, where appropriate, to discourage this fraudulent behaviour. The Department considers all cases on their own merits and decisions are made on the strength of the evidence provided.</p><p> </p><p>Additionally, we have a dedicated team of investigators to address this issue, and are working with Social Media sites to shut down posts which promote this fraud. The Department also operates a policy of explicit consent to help reduce the risk of fraud by ensuring that our claimants’ data is kept safe from unscrupulous organisations and individuals.</p><p> </p><p>The Department is also raising awareness of this issue through a campaign being run on social media to remind people of the importance of safeguarding their identity. This funding will be split approximately 75%/25% between investment from central government (£594m) and Birmingham City Council and a number of its key partners in the region (£184m). Further funding will be raised from commercial revenue. This funding includes public contribution to the stadium and aquatics centre which are both currently subject to commercial negotiations.</p><p>A number of other infrastructure projects with funding from other sources will deliver benefits for the Games.
