answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The Education and Skills Funding Agency (ESFA) continues to liaise with the local authority and regional schools commissioner team to monitor improvements in key stage 4 provision in the borough and identify local need. The ESFA also meets regularly with SK College Group to discuss the college’s offer of A level provision at their Knowsley campus. For 2018/19 academic year the college made 68 offers to study academic A levels at its Knowsley campus. Twelve learners progressed to enrol and attend at the college. However, due to low numbers it was financially unviable to deliver at the Knowsley Campus, so the learners access A Level provision on the St Helens Campus via bespoke transport.</p><p>For 2019 the college has committed to continue to promote the development of A level provision at the Knowsley campus and this is being marketed in their prospectus for 2019/20. They now have in place specific branding alongside targeted promotional activities including: a 2019 school leaver prospectus distributed to all local schools, supermarkets, convenience shops, community centres, and libraries; an A level advert in the college adult course guide in December which is distributed to 65,000 local homes across Knowsley and surrounding Liverpool areas; digital ad vans promoting the A level offer prior to college open evenings; and planned and targeted social media campaigns, local press promotions and railing banners. answer	answer is ministerial correction date of answer 18/12/2018 answer text <p>Monitoring of compliance with the Equality Act 2010 is a matter for individual departments.</p><p> </p><p>The Office for Disability Issues (ODI) is working with external stakeholders to review and bring up to date guidance on accessible communications. The guidance will cover language, communications channels and accessible formats for publications, meetings and consultations. The guidance is aimed at supporting government communicators to help all parts of government improve their communications with disabled people. This updated guidance will be available by Spring 2019.</p><p> </p><p>The Government Digital Service (GDS) helps departments to ensure their online content and services are accessible. GDS sets standards, provides assurance around these (through spend control and service assessment processes), publishes guidance on how to meet the standard (e.g. service manual), develops tools to do this well and quickly (e.g. Government as a Platform components, toolkits and patterns), and supports the departments in using them, collating and curating lessons learned.</p><p> </p><p>New Regulations will enhance this activity through the introduction of a central monitoring system and increased guidance and support for public sector bodies. Cabinet Office introduced The Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. These regulations build on existing equalities legislation by making it easier for users to report issues about the accessibility of public sector websites, backed up by proportionate monitoring and enforcement. This was created in consultation with business and business organisations to help maximise our exports across the whole of the UK.</p><p><br>Much has already been achieved, like the expansion of finance-led Supplier Fairs delivered by UK Export Finance and an enhanced digital service linking businesses with thousands of export opportunities on great.gov.uk. answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>There are no current plans to commence Section 151 of the Criminal Justice Act 2003, which allows courts, in certain circumstances, to use community orders for repeat offenders who would normally receive fines.</p><p>Section 143(2) of that Act requires courts to treat previous convictions as an aggravating factor when sentencing. The Sentencing Council’s guideline on theft offences came into force in 2016. This guideline allows for the imposition of community sentences for shop theft in a wide range of circumstances. Consequently, we do not yet have the level of detail split by prison.</p><p>We have committed to spending £30m on improvements to the safety and decency of our prison estate, enhancing security and tackling drugs through roll out of body scanners, and accelerating our digital capability which includes development of mobile phone blocking technology. answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>Government departments make use of non-disclosure agreements (NDAs) when structuring their engagements on preparations for leaving the EU, which is a crucial component of planning. It is for departments to determine the manner in which engagement with stakeholders takes place. Given the sensitive nature of some discussions, there may be limited circumstances in which departments have used NDAs to enable those conversations, thereby reaching more stakeholders than would otherwise be the case.</p><p>As I said in my previous answer, this department has put a limited number of NDAs in place in the course of its work. The department’s use of NDAs is limited to standard contractual arrangements with those providing services to support our work and are necessary to protect commercial considerations.</p><p>According to central records, the department has six current NDAs covering standard contractual arrangements with providers for activity including media monitoring, consultancy and research.
