answer text <p>Government is committed to ensuring that young people can take part in social action projects and programmes regardless of their background. The yearly independent National Youth Social Action Survey reports on the socio-economic gap in participation enabling us to monitor year on year progress and to take action to close this gap. In 2016 the survey identified a participation gap of 9% points between the most affluent and least affluent, down from 20% points in 2014.</p><p> </p><p>Government has invested £20 million of seed funding as part of the match funded #iwill fund to provide opportunities to young people to participate in meaningful social action. The #iwill Fund works closely with match funders to identify cold spots and directs funding to engage the hard to reach.</p><p> </p><p>The National Citizen Service (NCS) Trust also ensure young people from all backgrounds are able to participate. In summer 2016, 17% of NCS participants were eligible for free school meals compared with around 8% of young people of the same age in the general population.</p><p> </p><p>The Government will issue its response to the Review of Full Time Social Action by Young People in due course.</p>

answer text <p>The general election in June 2017 was held on the basis of the largest ever electoral register at just under 47m people.</p><p>In December 2017, the Democratic Engagement Plan was published, setting out the Government’s commitment to encourage further democratic participation among a wide range of different groups. The plan also sets out how the government will undertake further research into the barriers that could be preventing individuals from applying to register to vote. Our overall aim is to ensure that the next scheduled general election in 2022 is the most inclusive ever.</p><p>Democratic engagement is a particularly salient issue in 2018 given it is the Suffrage Centenary. The Government is supporting a range of related activity and is also hosting the first ever National Democracy Week in July. Both the Suffrage Centenary celebrations and National Democracy Week are expected to encourage people from all backgrounds to participate in our democracy, particularly focusing on under-registered groups.</p><p> </p>

answer text <p>The Refugee Convention 1951 is an international treaty which sets the global definition of who is a refugee. It does not have an explicit category that covers those displaced by environmental factors. The government continues to work with our global partners to address the causes of forced migration, including as part of UN discussions on proposed international compacts on migration and asylum.</p><p>The government takes the issue of climate change and those displaced as a result of climate change extremely seriously, which is why we are proud of our contribution under the Paris Climate Change Agreement.</p> more like this

answer text <p>We are committed to ensuring rigorous vetting of all volunteers on DFID-funded schemes. For example, on the International Citizen Service (ICS) programme, all volunteers are subject to medical clearance, two satisfactory references and a criminal background clearance. ICS agencies are required to check the criminal background of volunteers to the maximum level possible under the laws of their country of residence and comply with the UK DBS (Disclosure and Barring Service) Code of Practice.</p> more like this

answer text <p>The UK’s commitment to the rights of the child will not be affected by withdrawal from the EU and the non-retention of the Charter of Fundamental Rights.</p><p><strong> </strong></p><p>The Government’s intention is that in itself the non-incorporation of the Charter into UK law should not affect the substantive rights that individuals already benefit from in the UK, including the rights of children, as the Charter was never the source of those rights.</p><p> </p><p>After exit, children’s rights will continue to be protected through domestic legislation (including the Children Act 1989) and the UK will remain a party to the United Nations Convention on the Rights of the Child. The Government has published a right-by-right analysis on the Charter which sets out, non-exhaustively, how each substantive right found in the Charter will be reflected in the domestic law of the UK after exit in greater detail. answer text <p>Engaging people of all backgrounds in politics is a responsibility shared by citizens, Government, political parties, third sector organisations and others.</p><p>As set out in December 2017 in our democratic engagement plan ‘Every Voice Matters: Building A Democracy That Works For Everyone’ our focus is on increase democratic participation amongst under registered electors. Participation in elections, starting with registration, is one way of engaging people in politics. Our plan includes understanding, and addressing, barriers to inclusion experienced by groups such as young people, ethnic minorities and frequent movers. Income is not in its own right an indicator of registration status, but these other groups may have proportionally lower incomes than groups that are more likely to be registered.</p><p>We have announced a first ever National Democracy Week to take place from 2-8 July 2018. The Week will see a wide range of democratic engagement activity undertaken aimed at engaging under-registered groups. The flexible, partner-led model will allow all nations to deliver activities appropriate to them and reach a broad range of groups, which may include those on lower incomes.</p><p> </p>
