answer text <p>UN Security Council Resolution 1606 reaffirmed support for the Arusha Peace Agreement and began the process for establishing a truth commission and special chamber within Burundi’s court system to ensure reconciliation and bring to justice those responsible for crimes against humanity and war crimes. Progress by the Burundian government has been extremely slow with the Truth and Reconciliation Law only submitted to Parliament in December 2012 and the Truth and Reconciliation Commission appointed in December 2014. More recently, the Burundian government has refused to engage with the UN and has refused the appointment of a UN Special Envoy to Burundi. The UK Government continues to voice concerns over the delay given the links between impunity and instability in Burundi.</p> more like this

answer text The Burundian government first submitted the Truth and Reconciliation Law to Parliament in December 2012 before announcing the appointment of the Truth and Reconciliation Commission on 3 December 2014. It has not reported further since then. We understand that opposition parties boycotted the process over the remit of the Commission, calling into question its ability to establish the truth and bring reconciliation. The UK Government believes that the Truth and Reconciliation Commission, guided by the Arusha Agreement signed in the aftermath of Burundi’s civil war, has an important role in ensuring long-term reconciliation. The illegitimate elections and continued violence show that the principles of inclusion set out in the Arusha Agreement are needed now more than ever and we continue to urge all in Burundi to uphold them. more like this

answer text <p>There are regular communications between the National Institute for Health and Care Excellence (NICE) and the Department on all its programmes.</p><p> </p><p> </p><p> </p><p>NICE was asked in November 2013 to develop a number of guidelines on safe staffing including accident and emergency.</p><p> </p><p> </p><p> </p><p>On 16 July, my Rt. hon. Friend the Secretary of State for Health announced that NHS Improvement will have safety and quality at the heart of the organisation's remit and Dr Mike Durkin's safety function will move there.</p><p> </p><p> </p><p> </p><p>One of Dr Durkin's early priorities will be working with the Chief Nursing Officer to complete the work started by NICE on safe staffing levels.</p><p> </p><p> </p><p> </p><p>This will be independently reviewed by NICE, the Chief Inspector of hospitals, and Sir Robert Francis to ensure it meets the high standards of care the National Health Service aspires to.</p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this

answer text <p>In the past three years, the NHS Constitution has been amended twice. In April 2013, the NHS Constitution was updated to reflect a number of key areas, including:</p><p> </p><p> </p><p> </p><p>- patient involvement in discussions and decisions about their care and treatment, including end of life care;</p><p> </p><p>- a duty of candour;</p><p> </p><p>- the addition of a pledge to welcome feedback;</p><p> </p><p>- integrated care, reflecting the needs and preferences of patients;</p><p> </p><p>- new patient rights on complaints;</p><p> </p><p>- amending the language to better reflect patient involvement in managing their own care;</p><p> </p><p>- the addition of further staff rights, responsibilities and commitments; and</p><p> </p><p>- ensuring patients will not have to share hospital sleeping accommodation with patients of the opposite sex.</p><p> </p><p> </p><p> </p><p>Between February and April this year, the Department consulted on a package of further changes to the NHS Constitution. This included:</p><p> </p><p> </p><p> </p><p>- reflecting recommendations made by Sir Robert Francis QC in his Inquiry Report on Mid-Staffordshire NHS Foundation Trust;</p><p> </p><p>- incorporating a series of fundamental standards, below which standards of care should never fall;</p><p> </p><p>- highlighting the importance of transparency and accountability within the National Health Service;</p><p> </p><p>- giving greater prominence to mental health, through reflecting a parity of esteem between mental and physical health problems; and</p><p> </p><p>- making reference to the Armed Forces Covenant.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The updated NHS Constitution will be published alongside a revised version of the Handbook to the NHS Constitution on 27 July 2015. The Handbook outlines the contents of the NHS Constitution in further detail.</p><p> </p>

answer text <p>NHS England, in its Business Plan for 2015/16, sets out how it will support the National Health Service to meet NHS Constitution commitments on cancer waiting times by March 2016. This includes the standard that 85% of patients should begin first definitive treatment within 62 days from urgent general practitioner referral for suspected cancer.</p><p> </p><p> </p><p> </p><p>To support the NHS, a cancer waiting times taskforce, jointly chaired by NHS England’s National Clinical Director for Cancer and the NHS Trust Development Authority’s Medical Director, has developed a set of high impact priorities to improve current performance and meet the operational standards.
