question text To ask Her Majesty's Government whether they have received any evidence of the recent use by Turkey in northern Syria of (1) white phosphorus in gas or solid form, and (2) flechettes; and whether there is any evidence to suggest that detention camps have been targeted by Turkish forces with a view to freeing ISIS fighters. more like this

answer text
We are aware of allegations of use of white phosphorus but are not aware of any reports of flechettes being used. Allegations that white phosphorus has been used against civilians are extremely worrying and it is important that the full facts are established. We have called on all parties to uphold international humanitarian law which prohibits attacks against civilians irrespective of the weapon used. We have not seen any evidence to suggest that detention camps have been targeted by Turkish forces with a view to freeing Daesh fighters. Turkey is a member of the Global Coalition and has demonstrated its commitment to the ongoing fight against Daesh.
more like this

answer text
The Government provides a number of schemes that offer a safe and legal route to the UK for the most vulnerable refugees. In total, the UK provided protection to over 7,000 children in the year ending June 2019, and 39,500 since the start of 2010, and in every year since 2016, the UK resettled more refugees from outside Europe than any other EU member state. In the year ending June 2019 the UK received 3,496 unaccompanied asylum-seeking children. In 2018, the UK received 15% of all asylum claims from unaccompanied children in the EU, representing the third highest intake country.

We remain absolutely committed to transferring the specified number of 480 unaccompanied children under section 67 of the Immigration Act 2016 (Dubs Amendment) as soon as possible. We have been making further progress with participating States, including Greece, to transfer more eligible children to move closer to the commitment to transfer 480 children.

Until the UK leaves the EU, we remain fully committed to the timely and efficient operation of the Dublin III Regulation including the provisions determining responsibility for examining the claims of unaccompanied asylum-seeking children. Officials continue to work closely with Member States, including partners in Greece, to ensure the safe transfer of children under this Regulation.

Under Section 17 of the European Union (Withdrawal) Act, we are committed to seek to negotiate an agreement with the EU allowing for the family re-union of unaccompanied asylum-seeking children, where it is in their best interests, once we leave the EU. We are ready to engage with the EU and with Member States on this matter and will endeavour to negotiate such an agreement as soon as possible.

The EU has allocated over €2 billion since 2015 to support Greek handling of migration and border management. The United Kingdom is also providing bilateral support. This includes, in 2019, funding a shelter for the most vulnerable unaccompanied children who arrive in Samos. In addition, under Section 67 of the 2016 Immigration Act (the "Dubs Amendment") the United Kingdom is accepting the transfer of some of the most vulnerable unaccompanied children from Greece.
more like this

answer text
As a matter of general policy, we provide consular assistance to British Nationals not UK residents. The UK has no consular presence within Syria from which to provide assistance. This makes it difficult to help but we will take a case-by-case approach to any requests for assistance. Outside of Syria, we would of course respond to requests for consular assistance regarding British children, subject to national security concerns.

Our advice to any British national abroad who needs emergency help from the British Government is to contact the nearest British Embassy or Consulate, which in this case will be outside Syria. If a minor is unable to do so, a request can be made on their behalf. British nationals can also call the Foreign and Commonwealth Office (FCO) in London 24 hours a day 7 days a week. The number is clearly advertised on FCO Syria Travel Advice pages.

more like this

We continue to urge the authorities to ensure that all detainees are treated in accordance with relevant international human rights standards. answer text
Egyptians have repeatedly demonstrated their desire for a secure, prosperous, and democratic country since the revolution of 2011. In that context, we look forward to protection of Egyptians' constitutional rights, freedom of expression and more space for Non-Governmental Organisations and civil society. We believe that these rights and freedoms are essential for Egypt’s long-term stability. We have raised specific concerns with the Egyptian authorities about the large number of arrests that followed the demonstrations in Egypt on 20 September.

We are also closely monitoring the situation in Iraq. The UK continues to support the Iraqi government to deliver on the legitimate demands of the protestors for jobs, services and tackling corruption. We have made clear our concerns over the use of force. Foreign and Commonwealth Office Middle East Minister, Andrew Murrison, released a statement on 3 October emphasising the right to peaceful protest. The Foreign Secretary spoke to Prime Minister Abdul Mehdi on 9 October to express UK concerns about the security response and push for the Government to take concrete action to respond to protesters’ concerns. Lord Ahmad also spoke to Foreign Minister Al-Hakim on 10 October to underline these points.
