answer text <p>The Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission to Ukraine reports that the situation on the ground in the Donetsk and Lugansk regions of eastern Ukraine remains tense. A ceasefire agreed in Minsk on 12 February has led to a general reduction in fighting, and some withdrawal of heavy weapons. But some fighting has continued in Shyrokyne and Donetsk Airport, and heavy weapons continue to be used. The OSCE needs to be given full and unhindered access to all areas of the crisis zone so they can verify and monitor the heavy weapons withdrawal.</p><p>The heavy fighting around Maryinka, near Donetsk, on 3 June constituted the most serious violation of the ceasefire under the Minsk agreements since February. The OSCE’s report of 3 June presented a clear picture of large amounts of heavy weapons from Donetsk moving westwards towards Maryinka, indicating this was a provocation by the separatists.</p><p> </p> more like this

answer text <p>Negotiations on the Trans-Pacific Partnership (TPP) are ongoing. TPP has the potential to be an important part of the global free trade system, alongside agreements that the UK will be party to, such as the EU-US Free Trade Agreement (FTA) and the EU-Japan FTA. We are following TPP’s progress closely and discuss it regularly with those countries involved. We will undertake a fuller assessment of its implications once the detail of the deal becomes clear.</p> more like this

answer text <p>We acknowledge that need for appropriate regulation of NGOs in Pakistan, but we remain concerned at recent attempts to close Save the Children’s Islamabad office and have raised the issue at the highest levels on a number of occasions. On 12 June, the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), raised our concerns with his counterpart in Pakistan. I raised the issue with the Pakistan High Commissioner on 11 June. We are pleased that Save the Children has been able to resume operations in Pakistan and we continue to monitor developments.</p> more like this

answer text <p>Decisions on the approval of pesticide active substances are made at European level. Since December 2013, three of the five currently approved neonicotinoids are not permitted for use on a wide range of crops considered “attractive to bees”. A number of other uses remain permitted under the EU approval. The restrictions currently in place for neonicotinoids are not time-limited. The European Food Safety Authority will be reviewing the evidence on the impact of neonicotinoids as planned later this year.</p><p> </p><p> </p> more like this

answer text <p>Public Health England’s (PHE) <em>Be Clear on Cancer </em>(BCOC) campaigns aim to raise awareness of the symptoms of cancer and encourage symptomatic patients to present earlier. BCOC campaigns are tested at a local and regional level and are subject to a comprehensive evaluation process, the results of which are assessed thoroughly before a decision is taken on whether to run campaigns nationally throughout England.</p><p> </p><p> </p><p> </p><p>PHE ran a regional BCOC ovarian pilot campaign from 10 February to 16 March 2014 in the North West of England television region. The campaign was aimed at women over 50, the age group most at risk of developing ovarian cancer, and their friends and family to raise awareness of bloating as a symptom of ovarian cancer and to encourage women with this symptom to visit their general practitioner.</p><p> </p><p> </p><p> </p><p>The Department, PHE and NHS England met with the ovarian cancer charities on 16 June and it was agreed that they would continue to work together to keep the ovarian regional campaign under review and to explore how we can increase public awareness of ovarian cancer.</p><p> </p><p> </p><p> </p><p>I attended and spoke at the Target Ovarian Cancer Parliamentary event which aimed to raise awareness amongst MPs and Peers.</p><p> </p><p><strong> </strong></p><p> </p>

answer text <p>The Government Mandate to NHS England requires clinical commissioning groups (CCGs) to ensure that the health commitments of the Armed Forces Covenant are met. Members of the Armed Forces community (including veterans) should enjoy the same standard of, and access to, healthcare as that received by any other citizen in the area they live.</p><p> </p><p> </p><p> </p><p>The Covenant guidance provided by NHS England states that Armed Forces veterans should receive priority access to NHS secondary care for any conditions which are related to their service, subject to the clinical needs of all patients.</p><p> </p><p> </p><p> </p><p>For veterans as with the general public local CCG Independent Funding Request (IFR) policies and processes will apply. In England local CCGs each have their own commissioning policies that are compliant with both the NHS Mandate and Armed Forces Covenant. When an individual is considered clinically exceptional in the treatment they are seeking, the treating clinician can seek to take the request through the CCGs IFR panel for an exception to their local policy.</p><p> </p><p> </p><p> </p>

answer text <p>It is for National Health Service commissioners to make funding decisions on individual treatments taking into account guidance from the National Institute for Health and Care Excellence (NICE) where available. Cancer drugs that are not routinely funded by the NHS may be available through the Cancer Drugs Fund.</p><p> </p><p> </p><p> </p><p>Everolimus is available through the Cancer Drugs Fund for two indications: (i) in combination with exemestane, for advanced HER2-negative hormone-receptor-positive breast cancer after endocrine therapy and (ii) for the second-line treatment of advanced renal cell carcinoma.</p><p> </p><p> </p><p> </p><p>Everolimus is currently being appraised by NICE for the prevention of organ rejection in liver transplantation and for use in renal transplantation.</p><p> </p><p> </p><p> </p><p>Everolimus is also licensed for use in the treatment of Tuberous Sclerosis and Subependymal Giant Cell Astrocytoma (SEGA). NICE has not been asked to develop guidance on the use of everolimus for these conditions. It is therefore for NHS commissioners to take funding decisions based on an assessment of the available evidence.</p><p> </p><p> </p><p> </p><p>In January this year, NHS England launched a three-month public consultation to seek people’s views about proposals for a set of principles which NHS England should apply when making investment decisions and a new process for developing commissioning policies for specific treatments, drugs and medical devices. These elements are part of a Framework, which, when finalised, will underpin every decision NHS England makes about specialised services investments.</p><p> </p><p> </p><p> </p><p>Now that the consultation has ended, NHS England has advised that work is underway to determine whether any amendments are required to its proposals as a result of the feedback received.</p><p> </p><p> </p><p> </p><p> </p><p> </p>
