answer text <p>HMRC uses discretion when granting Time to Pay (TTP) arrangements provided the following principles are followed: ·</p><p>Objective criteria are applied in each case.</p><p>TTP arrangements are entered into on a case-by-case basis.</p><p>TTP is only agreed where HMRC is satisfied that the customer cannot pay their liability on the actual due date(s).</p><p>The customer offers the best payment proposals that they can realistically afford. If their ability to pay improves during the TTP period then they must contact HMRC and increase their payments/clear the debt.</p><p>TTP is only agreed where HMRC believes that the customer will have the means to pay the taxes included in the TTP arrangement and any other taxes outside the arrangement which become due during the TTP period.</p><p>The TTP period is as short as possible.</p> more like this

answer text <p>Where HMRC believes that revenue is at risk of going unpaid it has the power to require a security deposit from VAT-registered businesses. Those businesses that comply with their VAT obligations will never be required to give a security.</p><p> </p><p>For the period January 2016 – June 2018, HMRC has issued a total of 3585 VAT Notices of Requirement to give security, at an average of 120 Notices per month.</p><p> </p><p>HMRC will continue to use Securities legislation in a reasonable and proportionate manner to support its ongoing commitment to tackling non-compliance and tax losses in VAT (and other taxes where Securities legislation also exists).</p> more like this

answer text <p>Speaking up and raising concerns should be routine in business in the National Health Service and is a key part of ensuring patient safety and improving the quality of services. The Government supports the right of staff working in the NHS to raise concerns and expects all NHS organisations to support staff that wish to do so in line with the principles made by the Francis Report in 2015.</p><p> </p><p>NHS workers making disclosures about administrative malpractice are protected by the provisions of the Employment Rights Act 1996, which covers disclosures made on public interest issues, including criminal offences, breaches of legal obligations and danger to the health and safety of the individual.</p><p> </p><p>The Government has also introduced a range of measures to protect whistleblowers in recent years. These changes include:</p><p>-Legislation to impose a duty on prescribed persons (such as the Care Quality Commission and the professional regulatory bodies) to report annually on whistleblowing disclosures made to them;</p><p>-Extending the definition of ‘worker’ within the whistleblowing statutory framework to include and protect student nurses and student midwives; and</p><p>-The Employment Rights Act 1996 (NHS Recruitment - Protected Disclosure) Regulations came into force on 23 May 2018 to prohibit certain NHS employers from discriminating against job applicants because it appears to the employer that the applicant has made certain disclosures of information.</p><p> </p><p><strong> </strong></p>

answer text <p>Bullying and harassment of staff is unacceptable, that is why the Government, as highlighted in its manifesto, is taking concerted action, to support trusts who are responsible for dealing with allegations of bullying.</p><p><strong> </strong></p><p>Care Quality Commission (CQC) inspectors consider a range of evidence, including speaking to staff and National Health Service staff survey results, to gain a broader picture of the leadership and culture within NHS organisations. They also ask whether organisations have signed up, and what plans they have in place, to implement the national ‘call to action’ to tackle bullying.</p><p> </p><p>The CQC renewed their guidance to providers for the Fit and Proper Person’s Requirement (FPPR) earlier this year, including explicit inclusion of bullying and harassment as an example of serious mismanagement and serious misconduct. Following the Kirkup Review, published in February 2018, the Government has launched the Kark Review to further assess the effectiveness of FPPR in ensuring the conduct of senior leaders within health and social care meets required standards.</p><p> </p><p>The use of body cameras to help protect paramedics from abuse will be trialled in two ambulance services before being rolled out across all ambulance services in England.</p><p> </p><p>The National Guardian’s Office, established in 2016 to support speaking up, also makes recommendations to tackle bullying and harassment cultures as part of its case review programme.</p><p> </p><p>Other actions to tackle bullying include a recent seminar to identify good practice in line manager training, others seminars will raise awareness of the impact of bullying on patient experience and identify good practice to tackle the bullying of doctors, nurses and other clinical staff.</p><p> </p><p>NHS trusts already have access to a wide range of advice, guidance and good practice to help them tackle bullying in their organisations, which is available at the following link:</p><p> </p><p><a href="https://www.nhsemployers.org/your-workforce/retain-and-improve/staff-experience/tackling-bullying-in-the-nhs" target="_blank">https://www.nhsemployers.org/your-workforce/retain-and-improve/staff-experience/tackling-bullying-in-the-nhs</a></p>

answer text <p>With the aim of improving the lives of all those affected by a rare disease, the United Kingdom Government published the UK Strategy for Rare Diseases in 2013, a high-level framework containing 51 commitments which sets out a 7-year strategic vision (2013-2020).</p><p> </p><p>The Government is committed to implementing the Strategy’s commitments and has, in January 2018, published Implementation Plans setting out its actions for England.</p><p> </p><p>The UK Rare Disease Policy Board is the UK-wide body responsible for facilitating the co-ordination of policy development and meeting the commitments set out in the UK Strategy for Rare Diseases. The Strategy is kept under review to take account of new developments including the outcome of negotiations with the European Union.</p> more like this

answer text <p>Orkambi was appraised for the treatment of cystic fibrosis by the National Institute for Health and Care Excellence (NICE) in July 2016, but was not recommended. While it was clinically effective, the benefits were not sufficient to justify its considerable cost. NICE’s guidance is scheduled for review in July 2019.</p><p> </p><p>NICE is the independent body responsible for developing authoritative, evidence-based guidance for the National Health Service on whether drugs and other treatments, including for rare diseases, represent an effective use of NHS resources. NICE’s methods and processes for the assessment of drugs have been carefully developed over time and are internationally respected. NICE continues to keep its procedures under periodic review to ensure that they remain effective.</p> more like this
