The latest National Clinical Audit of Care of the Dying (2014) showed that, of the 131 trusts surveyed, all trusts offered at least a five-day face-to-face specialist palliative care service, including 21% of trusts offering at least a 7-day face-to-face service. 91% of trusts offered an out-of-hours specialist palliative care telephone service.</p><p> </p><p> </p><p> </p><p>Effective pain control is one of the key elements of palliative and end of life care, as noted in <em>One Chance to Get it Right</em>, the report published in June 2014 by the Leadership Alliance for the Care of Dying people. The Five Priorities for Care of the Dying Person, which are set out in that report, state that an individual plan of care, which includes pain relief as part of symptom control, should be agreed, coordinated and delivered with compassion for every person approaching the end of life.</p><p> </p><p> </p><p> </p><p>The Priorities for Care also highlight the importance of sensitive communication, and state that discussions involving staff, people nearing the end of life and those close to them should be conducted in a way that maximises privacy.</p><p> </p><p> </p><p> </p><p>We would expect NHS organisations and staff to do all that they can to ensure that this happens for all people nearing the end of life.</p><p> </p> answering member printed Lord Prior of Brampton question first answered 11/06/2015 14:51:08 answering member 127 label Biography information for Lord Prior of Brampton

We continue to urge the Government of Pakistan to protect the human rights of all its citizens as laid down in the Pakistan Constitution and take concrete action to deliver on commitments to protect minorities. <br><br>The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed Pakistan’s misuse of the blasphemy laws with Prime Minister Nawaz Sharif in November 2014. In December the Prime Minister, my right hon. answer	answer is ministerial correction date of answer 26/03/2015 answer text <p>Lebanon and Tunisia are important partners and both the EU and the UK are committed to supporting them in addressing the problems stemming from crises in neighbouring countries. The UK has contributed over £190 million to support refugee and host communities in Lebanon since the Syria crisis began. In Tunisia we have committed £22 million to support political and economic development since the revolution in 2011. Both countries receive significant EU funding. Tunisia has been allocated up to €886 million from the European Neighbourhood Instrument (ENI) for 2014-2020, and €16 million from the European Instrument for Democracy and Human Rights (EIDHR), the Instrument Contributing to Stability and Peace (IcSP), the Non State Actors programme, the Civil Society Facility and ENI thematic instruments. Lebanon has an allocation of up to €385 million from the ENI for 2014-2020. In addition, Lebanon has been allocated a further €449.4 million in support from both the ENI and the IcSP to help it respond to the effects of the crisis in Syria. The Directorate General of the European Commission for Humanitarian Aid and Civil Protection is also providing €172.3 million for humanitarian assistance in Lebanon, with the EIDHR providing €2.4m for 2014-2017. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), discussed Pakistan’s misuse of the blasphemy laws with Prime Minister Nawaz Sharif in November 2014. The Foreign and Commonwealth Office (FCO) advises against all travel to Gaza. We therefore do not make representations on behalf of parliamentarians wishing to do so.</p><p> </p><p>Our Embassy in Cairo forwarded a request to the Egyptian authorities for a British aid convoy to access Gaza via the Rafah crossing in 2014, after Egypt changed its policy to only considering applications requested by embassy note verbale. The convoy included one or two parliamentarians. The FCO made clear to the organisers that the visit was at their own risk. The Egyptian authorities agreed access for a reduced version of the convoy, but this was shortly before the Rafah crossing was closed indefinitely in October.
