answer text <p>The Human Fertilisation and Embryology Authority is responsible for licensing research involving the use of human embryos but has no role in authorising those clinical trials governed by the Medicines for Human Use (Clinical Trials) Regulations 2004 (2004 Regulations).</p><p> </p><p> </p><p> </p><p>The Medicines and Healthcare products Regulatory Agency is responsible for the regulation of clinical trials of medicinal products carried out under the 2004 Regulations, which implements the Clinical Trials Directive 2001/20/EC. The Regulations do not cover treatment services.</p><p> </p><p> </p><p> </p><p>The Regulations define a clinical trial as:</p><p> </p><p> </p><p> </p><p>“clinical trial” means any investigation in human subjects, other than a non-interventional trial, intended—</p><p> </p><p>(a) to discover or verify the clinical, pharmacological or other pharmacodynamic effects of one or more medicinal products,</p><p> </p><p>(b) to identify any adverse reactions to one or more such products, or</p><p> </p><p>(c) to study absorption, distribution, metabolism and excretion of one or more such products,</p><p> </p><p>with the object of ascertaining the safety or efficacy of those products;”.</p><p> </p><p> </p><p> </p><p>Gametes and embryos are not used in medicinal products so any research involving gametes and embryos is outside the scope of the 2004 Regulations and the Directive. Consequently, there have been no “clinical trials”, as defined by the 2004 Regulations, involving gametes and embryos.</p><p> </p>

answer text <p>Last year, the UK was presented with a bill for an additional payment to the EU worth £1.7 billion, reflecting changes to economic data for all Member States and dating as far back as 2002 for the UK. The Prime Minister was clear that this sudden production of a bill to Britain for payment on the 1 December was completely unacceptable.</p><p> </p><p> </p><p> </p><p>EU Ministers met on the 7 November, and the Chancellor secured an agreement which meant the UK paid nothing on 1 December. Instead the payment will be made in instalments next year, and no fines or interest will be applied. The UK will also not pay £1.7 billion. The British rebate will apply in full, and apply simultaneously with the payment, not a year in arrears as normal. This means the Government has halved the bill, to around £850 million.</p><p> </p><p> </p><p> </p><p>Lastly, the UK won agreement to change the regulations to ensure this never happens again. In the future, if any country received an adjustment demand that is excessive, it will have the same opportunity to phase payments so that they are more affordable.</p><p> </p><p> </p><p>The Government will continue to press for necessary restraint and discipline in all areas of the EU Budget in order to get the best deal for British taxpayers.</p>

answer text <p>Pacers are used by Northern Rail on a diverse mix of rural and urban routes. In a number of cases, they are used to provide additional peak capacity on busy commuter routes. It will be for bidders for the new franchise to consider which rolling stock types might be appropriate as replacements for Pacers, subject to meeting the requirements of the specification that the Department will set out in the Invitation to Tender, but bidders may conclude that different rolling stock types – or rolling stock with different internal layouts – may be suitable for the various types of route on which Pacers are deployed.</p> more like this

answer text <p>Residents who hold a driving licence issued by a designated country may exchange that licence for a GB equivalent without the need to take a further driving test here. Designation of a country is based on an assessment of driver training and testing standards, which must be comparable with those in this country.</p><p> </p><p>The following are designated countries for driving licence exchange purposes in Great Britain: Andorra, Australia, Barbados, British Virgin Islands, Canada, Falkland Islands, Faroe Islands, Hong Kong, Japan, Monaco, New Zealand, Republic of Korea, Singapore, South Africa, Switzerland and Zimbabwe.</p><p> </p><p>All visitors and new residents who hold a valid driving licence issued outside the European Union and have the relevant entitlement can drive cars and motorcycles in GB for 12 months. After this 12-month period, non-EU visitors and residents must apply for a provisional driving licence and pass a driving test in the UK to be able to continue to drive here. This arrangement is for small vehicles only and does not include driving larger vehicles like buses and lorries.</p><p> </p><p>In Northern Ireland, driver licensing is a devolved matter and is the responsibility of the Department of the Environment. The designation of countries outside the EU for driver licence purposes is therefore a decision for the relevant department in Northern Ireland.</p><p> </p>
