answer	answer is ministerial correction date of answer 09/02/2023 answer text <p>Approved Mileage Allowance Payments (AMAPs) are used by employers to reimburse an employee’s expenses for business mileage in their private vehicle.</p><p> </p><p>AMAPs are intended to create administrative simplicity and certainty by using an average rate, which reflects vehicle running costs including fuel, servicing and depreciation. Fuel is therefore only one component.</p><p> </p><p>The AMAP rate is advisory and employers can choose to pay more or less than the advisory rate. It is therefore ultimately up to employers, including public sector organisations, to determine the rate at which they reimburse their employees. Employees who receive less than the AMAP rate can claim tax relief on the difference. There are some exceptions where students may be eligible for Universal Credit such as where they are responsible for a child or are enrolled on a part time course and are seeking employment. This includes through the provision of online distance learning for students enrolled at Ukrainian universities who now live in another country, including in the UK. The department encourages students to speak with their education provider in Ukraine to understand what support is available for them to continue their studies at their Ukrainian provider. This includes those studying through the UK twinning programme which the government announced funding to support in June 2022: <a href="https://www.gov.uk/government/news/new-uk-package-offers-a-lifeline-to-ukrainian-researchers-and-entrepreneurs" target="_blank">https://www.gov.uk/government/news/new-uk-package-offers-a-lifeline-to-ukrainian-researchers-and-entrepreneurs</a>. The programme provides support to Ukrainian universities by establishing partnerships with those in the UK.</p><p>Student finance is available only for eligible students studying a course provided predominantly in the UK by a UK higher education provider, including Ukrainian students who have enrolled at UK universities. In England, those studying via distance learning are, in general, not eligible to receive student loans to cover maintenance costs. It collected data on the building condition of government funded schools in England. It provides a robust evidence base to enable the Department to target capital funding for maintaining and rebuilding school buildings.</p><p>The key, high level findings of the CDC programme were published in May 2021 in the ‘Condition of School Buildings Survey: Key Findings’ report. This is available at: <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/989912/Condition_of_School_Buildings_Survey_CDC1_-_key_findings_report.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/989912/Condition_of_School_Buildings_Survey_CDC1_-_key_findings_report.pdf</a>.</p><p>Individual CDC reports have been shared with every school and their responsible body to use alongside their existing condition surveys to plan maintenance schedules and investment plans. The Department plans to publish detailed school level CDC data. The Department is still preparing the data and will publish it as soon as possible.</p><p>Well maintained, safe school buildings are a priority for the Department. Our funding is directed both to maintaining the condition of the school estate and rebuilding schools. The Department has allocated over £13 billion for improving the condition of schools since 2015, including £1.8 billion committed this financial year.</p><p>The ten year School Rebuilding Programme (SRP) is condition led. 400 of the 500 available places on the programme have been provisionally allocated. The Department is currently undertaking due diligence on these schools prior to scheduling them, with schools prioritised according to the condition of their buildings, readiness to proceed, and efficiency of delivery. The scope and funding for each project will be confirmed following detailed feasibility studies and condition surveys of buildings.</p><p>Where a school identifies significant safety issues with a building, that cannot be managed within local resources, the Department considers additional support on a case-by-case basis. This includes applications for Urgent Capital Support (UCS) from eligible institutions. A review of humanitarian spend will be published in late 2023.</p><p>The government has committed £2.3 billion in military aid to support Ukraine and wider operational activity in the region. This includes £1.9 billion of rapid procurement which is a combination of both lethal and non-lethal aid. Actual fuel usage is dependent upon a wide range of variables including aircraft weight, sortie type and length, weather and power use. Fuel costs also vary greatly dependent on the source of the fuel and more than one method of fuelling can be used for any given flight hour.
