answer text
The number of full-time equivalent (FTE) child and family social workers employed by local authorities in England is increasing every year. On 30 September 2021, there were 32,500 FTE child and family social workers employed by local authorities in England. This is an increase of 2% compared to 2020, and an increase of 14.1% compared to 2017. It is important to note that the 4,995 social workers who left their roles in 2021 includes all social workers who have moved between local authorities but are still working in children’s social care.

While the government recognises this may not be the picture some local authorities are seeing on the ground, we are working closely with local authorities and using central programmes and funding to respond to their needs.

The department is supporting the recruitment and retention of social workers through investment in fast-track initial social worker training programmes, and in professional development programmes to improve leadership. The department is also seeing some innovative practices from local authorities that are driving down agency rates and stabilising their workforces.

The government’s COVID-19 Recovery Action Plan aims to stabilise and strengthen children’s social care as we transition out of the pandemic, to deliver well for children and young people and provide a strong foundation for longer-term reform, informed by the independent review of children’s social care.

answer text
Our commitment to Afghanistan is enduring and work on priority areas, including responding to the humanitarian crisis remains one of our highest priorities. Of the £286 million committed in this financial year, £265 million has now been disbursed to partners to deliver lifesaving services to more than 6 million people, and all funds will have been transferred by 31 March 2022. We have been at the forefront of efforts to repurpose existing funds to support the Afghan people. In January, we successfully worked with the Asian Development Bank to make $405 million available. On 1 March the World Bank Board agreed to make over $1 billion in the Afghanistan Reconstruction Trust Fund available for health, education, livelihoods and food security. The UK has agreed to co-host the Afghanistan Pledging Conference with the UN, to take place at the end of March, to help raise $4.4 billion for 2022. This is the largest humanitarian appeal on record, reflecting the magnitude of the humanitarian challenge ahead.

In instances in which there is no Industrial Injuries Disablement (IIDB) and a Death Certificate is relied on, the tariff is based on a 10% disability. Each year the relevant tariffs are increased in line with RPI, with those new figures being applicable from 3 May in respect of certifications within that year (e.g. for a former mineworker certified in October 2012 the correct table would run from 3 May 2012. Whereas for a former mineworker certified in October 2021, the correct table would run from 3 May 2021).

Progression Payments: These are paid to those who have an increase in disability of more than 20% which is evidenced by an IIDB re-assessment.

Loss of Earning Allowance Payments: These relatively uncommon payments are made to former mineworkers until they turn, or would have turned, 62. In living claims, payment is subject to being in receipt of one of a number of specific benefits and verification that the qualifying disease caused an inability to work for 28 successive weeks or more.
