answer text <p>Planning policies and decisions should ensure that developments create safe places and ensure that crime and disorder, and the fear of crime, do not undermine the quality of life or community cohesion. The National Planning Policy Framework states that local planning policies should use non-strategic policies such as establishing design principles which can set out more detailed crime prevention policies for specific areas, neighbourhoods and types of development.</p><p>Planning permission is not granted on the basis of the applicant but considered on the presumption of securing sustainable development. However, I am aware these matters have been raised in the Hon Member's constituency and officials will be discussing further with the Durham Police and Crime Commissioner's Office.</p><p> </p> more like this

answer text <p>Ending the menace of fly-tipping is a priority – and measures such as digital waste tracking and improvements to waste licensing will significantly enhance our ability to prosecute waste criminals. Whilst sentencing is a matter for the independent courts, they already have powers to impose punishments of up to five years imprisonment and an unlimited fine, in the most serious instances, as well as community orders, when they see it as appropriate.</p> more like this

answer text <p>As a matter of policy, the Government does not comment on matters related to COBR.</p><p>However, we can confirm that Ministers and officials from across government took several measures in response to Storm Arwen.</p><p>The Defence Secretary oversaw the deployment of 297 military personnel to support civil authorities in the response. These personnel helped two Local Resilience Forums in the provision of welfare in northeast England, and assisted the Scottish Government in their response in the Grampian region.</p><p>The Prime Minister spoke to the chief executive of Northern Powergrid to discuss the ongoing work to restore power in the affected areas. He also spoke with local community leaders in Northumbria, Durham and Darlington, and Lt Col Mark Steed, who coordinated the military involvement in the response in northeast England.</p><p>Further to this, The Secretary of State for Business, Energy and Industrial Strategy gave a statement to Parliament at the time and The Minister for Energy, Clean Growth and Climate Change responded to an Urgent Question on 6 December.</p><p>Last week, the Government published an interim report on Storm Arwen review: <a href="https://www.gov.uk/government/news/government-publishes-interim-report-on-storm-arwen-review" target="_blank">Government publishes interim report on Storm Arwen review - GOV.UK (www.gov.uk)</a></p>

answer text <p>Engine idling can be a significant contributor to local emissions, particularly where there may be a number of idling vehicles such as outside schools. Exhaust emissions contain a range of air pollutants such as carbon monoxide, nitrogen dioxide, and particulate matter. These can affect the air quality of the surrounding environment and the air we breathe. That is why the law states that is an offence to idle your engine unnecessarily when stationary and Local Authorities have powers to issue Fixed Penalty Notices to drivers who do so.</p> more like this

answer text The policy will provide a significant reduction to bills this year whilst gas prices are at historic highs. All domestic electricity customers in Great Britain will receive a £200 reduction in their electricity costs from this October. This will be delivered via energy suppliers and will be clearly identifiable as a line item on electricity bills. All domestic energy consumers will pay a charge in future years.<p> </p><p>We expect households will pay this back from 2023 – when energy prices are expected to be lower - through an increase to standing charges on their bills of around £40 per annum over five years.</p><p> </p><p>There will be cases where changes in people’s personal circumstances mean they may not directly be the recipient of the reduction, but still pay charges in future bills, or vice versa. This is not a loan to either suppliers or households.</p><p> </p><p>This approach is fiscally responsible while also helping customers manage the unprecedented increase in energy bills by spreading the increased costs of global prices over time.</p>
