answer text <p>The UK remains concerned by the conditions faced by migrants in Libyan detention centres. We have consistently raised this issue with the Government of National Accord, including during a recent visit by the International Development Secretary. The UK continues to provide humanitarian support to vulnerable refugees and migrants in Libya, including through over £5m of funding for UN agencies and non-governmental organisations. UK assistance to the Libyan Coastguard has been delivered through financial contributions and the provision of two military training teams to Operation Sophia’s (the EU Naval Operation set up in response to the Mediterranean Migration Crisis) Coastguard Training Task. This training aims to equip the Libyan Coastguard with the skills required to manage search and rescue and conduct counter smuggling/trafficking activities properly, whilst respecting human rights. The training also includes sessions on seamanship. These efforts are part of a comprehensive approach to migration that includes supporting assisted voluntary returns, tackling people smuggling and encouraging economic development in source countries.</p>

answer text <p>Ensuring a stronger, more democratic and more prosperous Eastern neighbourhood remains a priority for Her Majesty's Government. We recognise that a thriving civil society and strong, independent institutions are key to achieving these objectives. The Government is already providing targeted assistance to Moldova, Belarus and Ukraine through its Global Britain, Good Governance and Conflict, Stability and Security Funds and will commit over £17 million towards these countries this year.</p><p>In Belarus, the UK is funding a number of projects on human rights and economic reform. This includes projects on improved access to justice for children, preventing domestic violence and improved transparency in financial reporting of state-owned enterprises.</p><p>In Moldova, the UK is providing support to civil society on local government accountability and independent media. We are also providing support to State institutions, especially in the financial and banking sectors.</p><p>In Ukraine, the UK is providing programme assistance to institutions including the National Anti-Corruption Bureau, the Cabinet of Ministers, the Ministry of Finance, the Ministry of Economic Development and Trade, and the Ukrainian Public Broadcaster. Projects also include support for civil society in monitoring government and increasing democratic inclusion.</p>

answer text <p>​The UK is concerned about reports of human rights abuses in the Philippines, including the high death toll associated with the 'war on drugs', the treatment of human rights defenders, journalists and land rights campaigners and moves to reintroduce the death penalty.</p><p>In August 2018, the Minister for Asia and the Pacific raised our concerns with several Philippine Ministers during his trip to Manila. Foreign and Commonwealth Office officials raised human rights with the Philippines Ambassador on 21 September. At the UN Human Rights Council in September 2018, we urged the Philippines to investigate killings associated with the &quot;war on drugs&quot; and to ensure the safety of Land Rights Defenders.</p><p>We do not currently provide any support to the Juvenile Justice and Welfare Council and have no plans to do so.</p><p>Our Embassy in Manila has used Her Majesty's Government's Modern Slavery Fund to support groups working on the effective implementation of the Republic Act 7610.</p>

answer text <p>The Foreign and Commonwealth Office continues to advise against all travel to Gaza (including the waters off Gaza) and we are not able to support individuals applying for entry or exit permits for Gaza. The Government recognises the need for major international organisations to carry out humanitarian and reconstruction work on the ground in Gaza. Medical staff should co-ordinate their entry to and exit from Gaza with those organisations. Israeli restrictions severely restrict the movement of medical professionals and patients in Gaza, hampering the provision of quality health services, as well as the pursuit of studies, continuing education and specialized training for medical professionals. Our Embassy in Israel regularly raises the matter of medical permits with the Israeli authorities.</p><p>We regularly raise issues relating to medical facilities and personnel with the Israeli authorities. We have stressed the need for safe and unimpeded passage for medical personnel. In particular we raise our concerns about medical facilities in Gaza, and medical permits, with the office for the Coordination of Government Activities in the Territories (COGAT). Our Ambassador to Israel discussed Gaza with COGAT on 17 September. Officials from our Embassy in Tel Aviv raised our concerns about the targeting of health workers with COGAT on 23 August.</p><p> </p>

answer text <p>​The Government has repeatedly made clear to the Israeli authorities our serious concern at the increase in demolitions of Palestinian properties in Area C of the West Bank, and in East Jerusalem. In all but the most exceptional circumstances, demolitions are contrary to International Humanitarian Law. The practice causes unnecessary suffering to ordinary Palestinians and is harmful to the peace process. We call on the Israeli authorities to cease the policy of demolitions and provide a transparent route to construction for Palestinians in Area C.</p> more like this

answer text <p>Following the Sandhurst Treaty in January 2018, officials within the French and British Governments have been working collaboratively to understand how the Dublin Development Fund can be used most effectively. Under the terms of the Sandhurst Treaty, an Asylum Liaison Officer has been deployed in Paris to facilitate this cooperation.</p><p>We are confident that the agreed programme of work will improve access to the Dublin process and ensure comprehensive support and accurate information is provided to vulnerable migrants. answer text <p>Asylum seekers are not required to report until they have received a negative decision on their application and when they are in receipt of support, their travel costs are met.</p><p>Individuals may be required to attend the nearest reporting centre or other location, including police stations, to their home address. There is no upper limit to the distance which an individual may be required to travel in order to attend their nearest reporting location but the Home Office assesses the needs of all types of reportees, not only asylum seekers when deciding reporting frequency and location.</p><p>As part of Immigration Enforcement’s transformation programme the Home Office is rationalising the use of reporting locations to move reportees to locations which are fully resourced to deal with each individual and their needs. We work closely with our estates partners to identify sites that provide adequate access to the public, security and accommodation that would enable us to provide a good level of service to the reporting population.</p><p>Individuals would only be required to report to Salford if this is the nearest suitable reporting location to their address.</p>

answer text <p>The Greek Government is responsible for running the camps on the Aegean islands and for the humanitarian response. UK support in Greece is part of a wider EU effort in coordination with the EU Commission and other EU Member States.</p><p>UK expert staff are seconded to the EU Commission office in Athens to support its efforts in working with Greece to improve living and security conditions for migrants in the camps on the island hotspots.</p><p>On the running of the camps, UK experts advise on the implementation of camp operating procedures through working with the relevant Greek authorities to deliver a safe, secure, healthy and clean environment for the camp population. They also provide recommendations and reports on security and safety related issues including: evacuation plans, emergency exits and staff security.</p> more like this
