answer text <p>Ministers and officials from across Government have a regular dialogue with stakeholders from sectors across the economy, including consumer bodies, to discuss their priorities as we leave the European Union.</p><p>Details of Ministerial and senior official meetings on Government business are published in the Department’s Quarterly Transparency Returns, which are made publicly available on <a href="https://www.gov.uk/government/publications?departments%5B%5D=department-for-exiting-the-european-union&amp;publication_type=transparency-data" target="_blank">GOV.UK</a>.</p><p>On 13 November I wrote to the Noble Lady regarding consumer bodies. Appended to this letter was a list of HMG Ministerial engagements with consumer bodies that have been published in transparency returns since January 2018. answer text <p>The Government set out its position on the future economic relationship with the EU, including on intellectual property and the cross-border provision of legal services, in the White Paper published on 12 July 2018. The final outcome is subject to future negotiations with the European Union.</p><p>In the meantime, we have agreed withdrawal provisions with the EU that cover intellectual property and provide right holders and intellectual property practitioners with legal certainty. In particular, the Government will provide holders of EU trade marks and designs with equivalent UK rights so that they do not experience any loss of protection in the UK after the end of the implementation period. These rights will be provided automatically and for free.</p><p>Further, we are working with the EU to ensure that the Withdrawal Agreement contains appropriate provisions for intellectual property practitioners in pending proceedings before the EU Intellectual Property Office at the end of the implementation period. We have made excellent progress across the Withdrawal Agreement and are close to concluding an agreement setting out the terms of the UK’s exit from the European Union.</p><p><strong> </strong></p>

answer text <p>The Government has engaged with the EU and Member States on the importance of continued cooperation in respect of civil judicial matters, including cross-border insolvency. In doing so we have highlighted the role that civil judicial cooperation plays in enabling businesses to trade with confidence across borders, providing legal certainty in cross-border transactions and avoiding delays and excessive costs.</p><p> </p><p>The Government has therefore made clear that an effective framework of civil judicial cooperation is an important part of the deep and special partnership we want to establish with the EU on exit, and is in the best interests of both the UK and the EU. This ambition was set out in the Government’s position paper on Civil Judicial Cooperation, “Providing a cross-border civil judicial cooperation framework”, issued on 22 August 2017, and confirmed in the White Paper “The future relationship between the United Kingdom and the European Union” published on 12 July 2018.</p>

answer text <p>The Civil Aviation Authority, as the UK’s aviation safety regulator, keeps the risks posed to aviation and passenger safety under review. The Government has also committed to improving the consumer experience as a whole as part of the Aviation Strategy, due for publication mid-2019. Both safety and disruptive passenger behaviour have been specifically identified as key issues to explore and address as the strategy is developed.</p><p> </p><p>There are strong legal provisions in place to deal with the problem of disruptive behaviour. The main legislation under UK law relating to the rules of conduct on board aircraft is the Air Navigation Order (ANO), which carries severe penalties for disruptive behaviour. It is an offence under the ANO to enter an aircraft when drunk, or be drunk in an aircraft, carrying a maximum of two years in prison and/or an unlimited fine. In addition, the UK has state of landing and state of operator jurisdiction, which means that disruptive passengers on any flight that touches down within the UK can be charged and, if necessary, prosecuted.</p><p> </p><p>This is an issue that the Government is taking very seriously, the Home Office will shortly be publishing a Call for Evidence on revoking licensing laws to help address the problem of drunk and disorderly airline passengers.</p>

answer text <p>The Government has publicly committed to issue a Call for Evidence on airside alcohol licensing.</p><p>The Call for Evidence will allow the Government to assess the true scale of the problem of drunk and disruptive airline passengers, the extent to which existing statutory powers and other measures are used to address the problem as well as impact the extension of the Licensing Act 2003 to airside premises at international airports in England and Wales could have on reducing alcohol-related disruptive passenger behaviour. answer text <p>During this legislative cycle, the Government does not intend to complete the ratification of the International Civil Aviation Organisation (ICAO) Montreal Protocol 2014 on disruptive passengers. The majority of the provisions within this protocol are already part of UK law, and we are confident we can take necessary action in regard to disruptive passengers. For example, the UK already has “state of landing” and “state of operator jurisdiction”, which means that disruptive passengers on any flight that touches down within the UK can be charged and, if necessary, prosecuted. No other European Union countries have ratified the 2014 Montreal Protocol.</p> more like this
