question text To ask Her Majesty's Government whether following the fall of Aleppo, Mosul and Raqqa they intend to call for negotiations for the surrender of Deir ez Zor in order to prevent civilian casualties and the destruction of the city; and whether they have given similar consideration to the provinces of Idlib and Afrin. more like this

answer text
Daesh captured the majority of Deir Ez Zor in 2014 and has remained in control since. Earlier this month, pro-regime forces broke the Daesh siege of regime-held parts of Deir Ez-Zor. It is for Daesh to avoid any further civilian bloodshed in Deir Ez-Zor or elsewhere by surrendering themselves and their weapons. The UK and the Coalition take all possible precautions to avoid civilian casualties when conducting any form of military operation. All missions are meticulously planned and every care is taken to ensure we minimise civilian casualties. Regarding Afrin, Idlib and all other areas of Syria, the Government will continue to support efforts to bring about a sustained reduction in violence across Syria.
more like this

There is currently no clear evidence of the impact of welfare reform amongst all of the other potential causes of homelessness; homelessness reflects a combination of individual, local and national factors. The Department for Work and Pensions will continue to work with the Department for Communities and Local Government to improve our understanding of local housing markets and welfare reform, helping us evaluate fully the causes of homelessness.

The Department for Environment, Food and Rural Affairs has just commenced a review of the UK Food Security Assessment – a comprehensive analysis of all aspects of food security, including household food security.

Fuel poverty occurs when households have a combination of higher than average energy costs and lower than average incomes. The Department for Work and Pensions and Department for Business, Energy and Industrial Strategy are working together to understand issues relating to welfare reform and energy costs.

The Homelessness Reduction Act will ensure that local authorities intervene at earlier stages to prevent homelessness.

The new Homelessness Advice and Support Team, drawn from local authorities and the homelessness sector, will also provide support directly to local authorities leading up to and following the commencement of the Act. One of the team's objectives will include helping authorities to develop their homelessness strategies and governance, with a focus on preventing homelessness through closer collaboration across public services.

We are also changing the way homelessness data is recorded and reported, which is currently only aggregated at the local authority level. The new Homeless Case Level Information Collection (H-CLIC) will provide household - level data and will therefore shed a light on local authorities' performance, improve transparency and enable better analysis of their responses to homelessness.

answer text
The courts already have the flexibility to select requirements which are both a robust alternative to custody and provide opportunities to address the specific issues which contribute to a risk of re-offending. Electronically monitored curfews can provide stability and structure in offenders’ lives while maintaining family ties, accommodation or employment. Treatment requirements enable access to specialist help with mental health or substance misuse problems. The Rehabilitation Activity Requirement can be customised to identify and tackle the specific needs of individuals. Unpaid work not only provides an opportunity to undertake work of benefit to the local community and develop new skills but can also include activity that supports education, training and employment.

more like this

Our longstanding policy on reconciliation remains that we support the Palestinian people in realising self-determination through an independent, sovereign, and unified Palestinian state. We welcome the Palestinian Authority’s (PA) return to Gaza on 2 October and the agreement to allow the PA to resume administrative control. This is an important and positive step toward the restoration of the PA control and effective governance. We encourage those involved in the talks to engage in good faith, to allow the PA to fully resume its government functions in Gaza, and ensure compliance with the Quartet Principles.
more like this

answer text
We engage regularly with our US partners on a range of issues related to Yemen, including the humanitarian situation. We work closely with them in support of a stable, secure Yemen which poses no threat to regional countries or beyond. The US, together with Saudi Arabia, the United Arab Emirates and the UN Special Envoy for Yemen, participated in a Ministerial meeting we convened on 22 September in the margins of the UN General Assembly. All participants acknowledged the dire humanitarian situation in Yemen and agreed that more must be done to achieve a political solution. The Foreign Secretary raised the situation in Yemen with US Secretary of State Rex Tillerson most recently on 9 October. Any further enquiries relating to US policy should be redirected to the US authorities.
more like this
