Finished admission episode</p><p>A finished admission episode (FAE) is the first period of inpatient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number of inpatients, as a person may have more than one admission within the period.</p><br /><p>2. Primary diagnosis</p><p>The primary diagnosis is the first of up to 20 (14 from 2002-03 to 2006-07 and 7 prior to 2002-03) diagnosis fields in the Hospital Episode Statistics (HES) data set and provides the main reason why the patient was admitted to hospital.</p><br /><p>3. ICD-10 Codes</p><p>The following ICD-10 codes were used to identify hypothermia:</p><p>T68.X Hypothermia</p><p>R68.0 Hypothermia, not associated with low environmental temperature</p><p>P80.- Hypothermia of newborn</p><br /><p>4. Parliamentary constituency of residence</p><p>The parliamentary constituency containing the patient’s normal home address. This does not necessarily reflect where the patient was treated as they may have travelled to another parliamentary constituency for treatment. This field is only available from 2009-10 onwards.</p><br /><p>5. Area Team of residence</p><p>The area team containing the patient’s normal home address. This does not necessarily reflect where the patient was treated as they may have travelled to another area for treatment.</p><br /><p>6. Assessing growth through time (Inpatients)</p><p>HES figures are available from 1989-90 onwards. Changes to the figures over time need to be interpreted in the context of improvements in data quality and coverage (particularly in earlier years), improvements in coverage of independent sector activity (particularly from 2006-07) and changes in NHS practice. For example, changes in activity may be due to changes in the provision of care.</p><br /><p>7. Small numbers</p><p>To protect patient confidentiality, figures between 1 and 5 have been replaced with “*” (an asterisk). Where it was still possible to identify figures from the total, additional figures have been replaced with &quot;*&quot;. This will drive real action which will make the biggest difference to the most disadvantaged children – now and in the future. This approach will ensure that Government action is focused on tackling the root causes of child poverty - worklessness, educational failure, family breakdown, problem debt and addiction.</p><p>This Government believes that work is the best route out of poverty and is therefore focused on getting people into employment. With more than two million more people in work than in 2010, and with the number of workless households at a record low, the progress made by this Government has been significant including in Barnsley Central constituency. answer	answer is ministerial correction date of answer 04/11/2015 answer text <p>The Department is committed to improving the diagnosis and treatment of rare diseases, including those severe and complex conditions caused by genetic disorders, through implementation of the UK Strategy for Rare Diseases, published in November 2013. The UK strategy includes specific recommendations to improve awareness amongst service providers and others of the effects that rare diseases can have on a person’s education, family, social relationships and ability to work. However we are committed to supporting a strong and viable steel industry, and that means taking action across all the areas.</p><p>We are tackling unfair trade practices in a number of ways. We have already supported and voted for the renewal of anti-dumping measures at an EU level, and lobbied successfully for an investigation into cheap imports of Reinforcing Steel Bar. We have addressed the impact of climate change policies, with over £50 million of support given to the steel industry to mitigate increasing electricity costs. We are working with the Commission to quickly gain approval for proposals to provide additional relief for the impact of indirect low-carbon energy policy costs.</p><p>Once in place, this will save energy intensive industries, like the steel industry hundreds of millions of pounds over the next five years.</p><p>We are driving up the number of public contracts won by UK steel manufacturers and their partners through fair and open competition. answer	answer is ministerial correction date of answer 30/10/2015 answer text <p>The UK has been in regular contact with the Government of Yemen, members of the Saudi Arabian-led Coalition, and the UN on the importance of ensuring access for commercial and humanitarian goods to reach those most in need. I chaired a meeting of countries at the United Nations General Assembly (UNGA) during which we called for all sides to facilitate access for humanitarian aid and commercial goods, including fuel for civilian use, through all of Yemen’s ports. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) met his counterpart, Adel Al Jubeir, during his visit to Saudi Arabia on 28 October where they discussed humanitarian and commercial access in Yemen. There has been some recent progress on shipping access, which we welcome, but this needs to be maintained and increased in the future. The UK supports the UN Verification and Inspection Mechanism (UNVIM) which is now being established to address commercial shipping needs and we urge for this to be implemented as soon as possible. All defence and dual-use exports are required to meet the UK’s strict export control legislation and adhere to the UK international commitments, including international treaties and obligations. We have raised our concerns over alleged IHL violations with the Saudi Arabian Government and other members of the Coalition, and in return have received repeated assurances of their compliance.
