To reflect this cross-Government responsibility, under the UK National Strategy for Maritime Security, a Ministerial working group, chaired by the Foreign and Commonwealth Office, has been established to focus on maritime security in its entirety.</p><p> </p><p>Through the coordination of intelligence and information the National Maritime Information Centre (NMIC) provides the UK with a comprehensive picture of potential threats to UK maritime security and unified situational awareness of maritime activity in UK and international waters.</p><p> </p><p>The MOD contributes to HMG's efforts by providing multi-layered capability to deter incursions into territorial waters. We do not believe that this is indicative of an organised, structured or cohesive ISIL presence in Yemen. Also, it does not indicate operational linkages between al-Qaeda in the Arabian Peninsula (AQAP) and ISIL. AQAP has been a vocal critic of ISIL’s rise. It recently issued a public statement condemning ISIL’s ‘Caliphate’ in Syria and Iraq, as well as criticising its use of brutal tactics. The civil war in Syria has attracted some Yemeni foreign fighters who may subsequently return to the region. The Department expects the NMC’s registration processes and associated checks to be appropriate, robust, fit for purpose and effective, and verify that a nursing applicant is who they claim to be, is appropriately qualified, is competent and fit-to-practise.</p><p> </p><p> </p><p> </p><p>This Government is firmly committed to improving public protection by ensuring that only healthcare professionals who have a sufficient knowledge of the English language are able to work in the UK. Accordingly, we have consulted the public on amending legislation to enable the NMC to apply language controls, where appropriate, for nursing applicants from within the European Economic Area. The Bill proposes changes to these arrangements by introducing, for the first time, a duty to apply for a licence when a new indication for an off-patent drug becomes apparent.
