answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>When we abolished the Standards Board regime, which had become a vehicle for vexatious, petty and politically-motivated complaints about councillors, we put in place new, local arrangements for local authority standards, including for parish and town councils. At the same time, we introduced new rules to ensure that councillors could not put their own interests ahead of those of the public. A publicly available register of certain pecuniary interests is a key part of these new rules and is a key element in maintaining public confidence in their elected representatives. answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>Currently, family members of HM forces, Crown servants and other types of posted worker are required to satisfy the three month residence requirement before they can claim Jobseeker’s Allowance (JSA) unless they personally fall within the scope of the exemption, for example, by having paid Class 1 or Class 2 National Insurance Contributions. Partners of members of the armed forces are however credited with UK National Insurance contributions and can also benefit from an easement to the first contribution condition for contributory JSA or Employment and Support Allowance (ESA). answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>The Coalition Government has abolished the last Administration’s top-down Regional Strategies which imposed housing numbers on local councils and fuelled resentment against new development.<br><br>Our planning reforms have ensured that councils should determine where new homes should and should not go through their Local Plans. It is for elected local councils working with their local communities to decide how best to meet their objectively assessed housing needs.</p><p><br>Our Planning Guidance, which we published on 6 March, sets out a clear and simplified methodology for assessing development needs for housing. Planning ahead for housing is the best way to make sure communities and business can have confidence and ensure enough housing is delivered to meet local needs.</p><p> </p><p>Housing projections provide the starting point estimate of overall housing need, but can then be adjusted to reflect other factors including any constraints on land. This means there is currently no centrally collected and publicly available comprehensive dataset of offshore remote operator profits on which to base an estimate. This will change once the Gambling (Licensing and Advertising) Act comes into force on 1 November. We expect the Gambling Commission will be including data from remote offshore operators in their <em>Industry Statistics</em> from 2015.</p><p> </p><p>In the Government’s recent consultation <em>Extending the Horserace Betting Levy</em>, we noted that any estimates of potential additional yield extrapolated from published information such as some company accounts would necessarily be “best guesses” and could only be indicative, not least because the remote gambling market is growing very quickly. We said that the range of “best guesses” ran from £10m to £30m p.a. and sought estimates of potential additional levy yield from respondents assuming the rate of collection remained at 10.75%. Such estimates as were received in consultation responses generally fell within that bracket. On 3 September, my Hon Friend, the Member for Southend and Rochford East (James Duddridge MP), the Minister for Africa, led the UK delegation to the Abuja ministerial meeting on security in Nigeria. At this meeting, he emphasised the importance of regional coordination between Nigeria and its neighbours in defeating Boko Haram and locating the girls. The Prime Minister has stressed to President Jonathan our continued commitment to helping the Nigerian Government find the girls. It is not yet clear what impact the recently announced ceasefire between the Nigerian security forces and Boko Haram might have on the missing Chibok girls. This is the biggest step towards fairer schools funding in a decade.
