answer text <p>We will not be repeating the 1968-71 experiment of continuous British Summer Time (GMT+1), as there is no consensus across the whole of the UK for this experiment to take place. answer text <p>We are aware of the role of Khatm-e-Nubuwwat in Pakistan and the support it provides to the prosecution team in the Asia Bibi case. We remain concerned about the case of Asia Bibi and the court’s decision to uphold the imposition of the death penalty for blasphemy. We hope the verdict will be overturned on appeal. We trust the courts in Pakistan will ensure a fair and swift hearing of her appeal in the Supreme Court.</p> more like this

answer text <p>As the noble Lord is aware, there is no universally agreed definition of genetic modification or “GM” in humans.</p><p> </p><p><strong> </strong></p><p> </p><p>The Human Fertilisation and Embryology Authority’s report of its public dialogue exercise referred to the mitochondrial donation techniques as “germ-line modification”, and the Nuffield Council on Bioethics’ review of Novel Techniques for the Prevention of Mitochondrial DNA Disorders referred to them as a form of “germ line gene therapy”. As the purpose of mitochondrial donation would be to prevent the transmission of serious mitochondrial disease from mother to child, we agree with this.</p><p> </p> more like this

answer text <p>We are advised by the Human Fertilisation and Embryology Authority (HFEA) that</p><p> </p><p>its Scientific and Clinical Advances Advisory Committee (SCAAC) regularly reviews the literature regarding alternative methods to derive human embryonic stem cells so that the HFEA Licence Committee can bear it in mind when considering research licence applications and renewals of licences, in order to ensure that the continued use of embryos is necessary or desirable for the specified principal purposes. SCAAC last considered a literature review on this topic on 4 June 2014 and the paper is available on the HFEA website at:</p><p> </p><p> </p><p> </p><p>http://www.hfea.gov.uk/9152.html</p><p> </p><p> </p><p> </p><p>We are advised that the journal articles referred to by the noble Lord will be considered in the next review process.</p><p> </p><p> </p><p> </p><p>We are also advised that the research project to which the noble Lord refers first expressly used the phrase “to improve the outcome of infertility treatments” in May 2013.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>As the noble Lord is aware, the regulation making power in section 3ZA of the Human Fertilisation and Embryology Act 1990, as amended, is limited to enabling regulations to be made to allow an egg or embryo to which a mitochondrial donation technique has been applied to be recognised as a permitted egg or embryo and, therefore, suitable to be placed in a woman. There is no cure for mitochondrial disease. The intended purpose of the draft regulations is to prevent the transmission of serious mitochondrial disease from mother to child in the first instance.</p><p> </p>

answer text We have been discussing this matter with the Libyan authorities, not the Syrian government. While we do not intend to negotiate a compensation settlement with the Libyan authorities, once stability returns, and our Embassy re-opens, we will again encourage the Libyans to engage with UK victims seeking redress, including those seeking compensation and their legal representatives. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has said that he is committed to doing this and has asked the National Security Advisor to lead cross-government efforts to engage the Libyans on reconciliation initiatives. The Government will also continue to promote broad and lasting reconciliation between Libya and affected UK communities. more like this

answer text <p>The Care Quality Commission (CQC) is the independent regulator of health and adult social care in England. The CQC is responsible for developing and consulting on its methodology for assessing whether providers are meeting the registration requirements.</p><p> </p><p> </p><p> </p><p>The CQC has advised the following:</p><p> </p><p><strong> </strong></p><p> </p><p>Following feedback from national and local stakeholders, and working with NHS England, the CQC last week completed a comprehensive review of the general practitioner intelligent monitoring data and, as a result, made a number of changes to the intelligent monitoring tool.</p><p> </p><p> </p><p> </p><p>The CQC uses nationally available published data and will continue to work with the data providers to ensure that robust data are used.</p><p> </p><p> </p><p> </p><p>The CQC is also reviewing the quality assurance of all of its outward facing analyses to ensure any necessary actions are taken to deliver quality data analysis in the future.</p><p> </p>

answer text <p>Combating cyber crime is a core part of the National Cyber Security Strategy, which is underpinned by the National Cyber Security Programme (NCSP) and £860 million of investment over five years. The Government has so far committed around 10% of NCSP funding to build law enforcement capabilities to tackle cyber crime. This includes the establishment of the National Cyber Crime Unit (NCCU) in the National Crime Agency (NCA), and cyber teams within each of the Regional Organised Crime Units across England and Wales.</p><p>Almost every major cyber crime investigation has an international element and as a result the NCA has prioritised building partnerships with key international partners to tackle this common cyber threat.</p><p>To this end, and as a result of NCSP investment, the NCA has deployed a number of International Liaison Officers overseas. The NCA, EU and other international partners (US, New Zealand, Australia and Canada) have agreed common threats and goals which are informing the development of a model for proactive global joint cyber investigations. Over the past year the NCCU has led the UK response in a number of global operations targeting malware and the unit has a leading role in the Joint Cybercrime Action Taskforce (J-CAT) hosted at the European Cyber Crime Centre at Europol.</p><p> </p>

answer text <p>The Government recognises that eCall has the potential to improve road safety further, but it is important that each initiative is carefully considered on its merits. After considering the results of independent research we are concerned that the benefits of making eCall mandatory in all new cars will not justify the cost of implementing it in the UK. That is why the UK does not support the EU proposed mandatory installation of eCall in new passenger cars and vans at this time. Motorists should be free to choose a third party eCall system if they wish, and calls from these systems are already supported by UK emergency call centres.</p><p> </p> more like this
