answer text <p><del class="ministerial">We have introduced a number of measures since the start of the pandemic to support tourism businesses, including those in Suffolk. This includes the extended furlough and self-employed schemes and various government-backed loans, grant schemes, business rates relief and a reduced VAT rate.</del></p><p><del class="ministerial">To help the sector through the current lockdown, we have announced one-off top up grants for retail, hospitality and leisure businesses worth up to £9,000 per property. This is in addition to the monthly Local Restrictions Support Grants (Closed). Local Authorities in England have also been given an additional £594 million discretionary funding to support their local businesses. This builds on the £1.1 billion discretionary funding which local authorities in England have already received to support their local economies and help businesses impacted.</del></p><p><del class="ministerial">Both my Department and VisitEngland remain in regular contact with regional tourism stakeholders to assess the substantial economic effects around the country.</del></p><p> </p><p><ins class="ministerial">On 19 November 2020, the government announced a £300 million Sports Winter Survival Package (SWSP) to provide a lifeline to organisations that would otherwise not survive the winter as a result of the restriction on spectators announced from 1 October. A provisional allocation of £25 million was made to support the National League, covering steps one to six, aiming to protect the immediate future of non-league football in England. A further announcement on 27 January 2021 confirmed that Steps 3-6 of the National League system will receive up to £10 million of grant support from the Package to protect the immediate future of approximately 850 clubs over the winter period. Sport England and the Independent Board are currently finalising the details of this support, which will include any support for National League clubs in Slough, should they be eligible. </ins></p><p><ins class="ministerial"><strong> </strong></ins></p><p><ins class="ministerial">The SWSP support is in addition to the £10 million emergency package we facilitated for the National League from the National Lottery, in October last year, has benefitted the 66 clubs in the steps 1 and 2, and has enabled them to continue playing behind closed doors after the return of fans was paused last autumn.</ins></p><p><ins class="ministerial"><strong> </strong></ins></p><p><ins class="ministerial">The support packages that have been available to the National League are in addition to the multi-billion pound package of cross-sector business support from the Government that has enabled many sports clubs and leisure businesses to survive, including the furlough scheme and business interruption loan scheme. Sports have accessed many hundreds of millions of pounds of support through this.</ins></p><p><ins class="ministerial"><strong> </strong></ins></p><p><ins class="ministerial">The Government remains committed to engaging across the sector to maintain a complete picture of the financial impact of Covid-19 to ensure sports venues survive this difficult period wherever possible.</ins></p><p> </p><p> </p>

answer text <p><ins class="ministerial">There is no option for fortnightly payments in Universal Credit (UC).</ins></p><p><ins class="ministerial">Alternative Payment Arrangements (APA) are available to support claimants who cannot manage their single monthly payment where there is a risk of financial harm to the claimant and/or their family. These include more frequent payments. UC staff will always consider an APA where a need has been identified either by a work coach, case manager, or triggered by information received from the claimant, their representative or their landlord.</ins></p><p> </p><p> </p><p> </p><p><del class="ministerial">There are no plans to review the four categories of specified accommodation at a national or local level. However, we are reviewing the guidance for specified accommodation claims to improve consistency in decision-making.</del></p><p> </p><p><del class="ministerial">The specified accommodation definition was introduced into Housing Benefit in 2014 to extend the protections for exempt accommodation to other categories of supported housing that, although not materially different, were subject to welfare reforms. As a result, housing support for people living in specified accommodation is paid through Housing Benefit rather than Universal Credit and this support is exempt from the Benefit Cap.</del></p><p> </p><p><del class="ministerial">The specified accommodation definition applies to all of Housing Benefit across Great Britain.</del></p>

answer text <p>No estimate has been made of the number of people in England not registered with a GP surgery.</p><p>The General Practice COVID-19 vaccination programme 2020/21 Enhanced Service Specification, the agreement under which general practices will deliver COVID-19 vaccinations under, enables practices working within their Primary Care Network groupings from shared vaccination sites to vaccinate unregistered patients. Individuals who are not registered with a general practitioner (GP) will therefore be able to access the vaccine.</p><p><ins class="ministerial">While no major campaign is currently planned around registering with a GP practice, NHS England and NHS Improvement continue to highlight the importance of being registered through a range of channels including the National Health Service website. As part of the vaccination programme, there is ongoing work to ensure that the NHS communicates with all eligible people, so it is clear how they can get vaccinated.</ins></p> more like this

answer text <p><ins class="ministerial"> <p><ins class="ministerial">Following agreeing the Trade and Cooperation Agreement (TCA) with the European Union, United Kingdom residents travelling to the EU will continue to be covered for necessary healthcare, and this includes kidney dialysis. The new Global Health Insurance Card (GHIC) covers necessary healthcare for UK residents visiting the UK. UK residents can apply online for the GHIC. Current European Health Insurance Cards (EHIC) will remain valid until the expiration date.</ins></p><p><ins class="ministerial">Holders of current EHICs and the new GHIC are entitled to the same access to emergency and necessary healthcare cover when they travel to the EU, including cover for a pre-existing or chronic condition. In some countries, individuals may have to pay a percentage towards the cost of any state-provided treatment, known as a patient co-payment.</ins></p><p><ins class="ministerial">As before, UK residents will need to pre-arrange kidney dialysis with the relevant healthcare provider in the country they are visiting.</ins></p><p> </p></ins></p><p> </p><p><del class="ministerial">The reciprocal healthcare coverage under the United Kingdom-European Union Trade and Cooperation Agreement for those on a temporary stay in an EU member state is the same, in terms of healthcare services which can be accessed by individuals, compared to the previous coverage under EU Regulations 883 and 987. However, under the UK-EU Trade and Cooperation Agreement, crew or passengers of a vessel or aircraft may now be covered for necessary healthcare on their arrival in an EU member state if the need arose whilst on a voyage, which is not the case under the EU Regulations. </del></p>

answer text <p>The Department has established a cohort of cross-government Thematic Working Groups (TWGs), of which eight are currently in operation: Continuity; Customs; Financial Services; Intellectual Property; Procurement; Small- and Medium-sized Enterprises (SMEs); Sustainability; and Trade for Development. answer text <p>This Government is committed to supporting everyone’s mental health and wellbeing and ensuring the right support for those with diabetic foot disease. All mental health trusts have established 24 hours a day, seven days a week urgent mental health helplines where people experiencing a mental health crisis can access support and advice but also face to face appointments where appropriate.</p><p> </p><p>Evidence suggests that multidisciplinary footcare teams play a major role in a good diabetes footcare pathway and can significantly reduce amputations and subsequently the financial burden of diabetic foot disease. The proportion of hospitals offering access to multidisciplinary footcare teams has increased from <ins class="ministerial">58</ins> <del class="ministerial">5 </del> % in 2011 to 82% in 2019.</p> more like this

answer text <p>The Department does not hold data on infection rates amongst (a) teachers, (b) teaching assistants, (c) non teaching school staff, (d) staff in registered childcare settings,<ins class="ministerial"> and</ins> (e) college staff<ins class="ministerial">.</ins> <del class="ministerial">and (f) university staff.</del></p><p> </p><p><ins class="ministerial">For (f) university staff, the department has asked higher education (HE) providers to share information on their staff numbers and the number of staff COVID-19 cases that have been reported to them. For the 183 HE providers which provided this information to us for the 7 days between 10 and 16 December, our estimate is that there were 56.7 confirmed cases of COVID-19 per 100,000 non-academic and academic staff in HE providers for that period.</ins></p><p><ins class="ministerial">Estimates for more recent weeks are not available due to: i) a pause in data collection over the winter break and ii) inconsistencies arising from the effect of the national lockdown that began this month.</ins></p><p> </p><p> </p><p>Advice from the Children's Task and Finish group is that children are at very low risk of serious illness from the virus, and there is also no current evidence that staff<ins class="ministerial"> in schools and colleges</ins> are at higher risk of infection than those working in other sectors. The Government is doing all it can to minimise the risks to those working and studying in our nurseries, schools, colleges, and universities in this unprecedented situation, while mitigating the impact on education.</p><p> </p><p>On 7 January, the Department published guidance to universities and students returning to higher education in the spring term. This guidance sets out how we will support higher education providers to enable students to return as safely as possible following the winter break, by staggering this process following the period of national lockdown and to facilitate testing for all. answer text <p>We have already introduced a restriction on the supply of plastic straws, drinks stirrers and cotton buds from October this year. In addition, we are scoping out additional items for which a ban would be a suitable and proportionate measure. The Environment Bill will also allow us to tackle problematic plastics through a variety of policy measures, including measures to impose charges on single-use plastic items; introduce a deposit return scheme for drinks containers; and make producers cover the costs of collecting and managing plastic packaging waste.</p><p> </p><p>Generally, we prefer to help people and businesses make more sustainable choices, for example through better product labelling, rather than resorting to a charge or a ban. Plastic may be the best available material for some products and banning them may cause more harm than good. We expect the initiatives by industry, such as the UK Plastics Pact, combined with our reforms to work together to eliminate the most problematic plastics from use.</p><p> </p><p><ins class="ministerial">We will introduce a new world-leading tax on plastic packaging which will apply to businesses producing or importing plastic packaging which does not meet a minimum threshold of at least 30% recycled content, subject to further consultation, from April 2022. Together with the Government’s reform of the Packaging Producer Responsibility system, this will transform the economic incentives of producers by encouraging more use of recycled plastic and driving up recycling rates.</ins></p>

answer text <p>The UK government is seeking provisions in trade agreements that remove barriers to the free flow of data, while not lowering the standard of protection afforded to the personal data of UK individuals. The UK is, and will remain, committed to maintaining high standards of protection for personal data, including when it is transferred across borders. The UK recognises the importance of data protection to enable trading partners to build trust through transparent treatment of personal data and to ensure that data is able to flow in an uninterrupted manner.</p><p><ins class="ministerial">Currently cross-border data flows as well as privacy and personal information protection are being discussed at the e-commerce negotiations at the World Trade Organization (WTO). The UK will not sign up to any agreement at the WTO which will put at risk the UK’s high standards of data protection, or the personal data protection or privacy currently afforded to UK individuals.</ins></p> more like this
