Professor Dame Sally Davies, the United Kingdom Special Envoy on Antimicrobial Resistance (AMR), visited Japan earlier this year and met with parliamentarians, senior officials and industry leaders to highlight the threat posed by AMR and to share experiences from the world-leading NHS England and National Institute for Health and Care Excellence antimicrobial reimbursement project.</p><p>Officials at the Department of Health and Social Care and the Foreign, Commonwealth and Development Office continue to have bilateral consultations with their Japanese counterparts on national research into new antimicrobial agents and UK Ministers also highlighted the importance of this during G7 Ministerial meetings. answer	answer is ministerial correction date of answer 19/07/2023 answer text <p>The Health and Safety at Work etc. Act 1974 establishes duties for manufacturers to design and construct safe articles for use at work. In the various health and safety regulations that apply to the oil and gas industry it is the responsibility of the duty holder to ensure that any components used are fit for purpose for their intended use, and that they have the means to ensure those components will remain fit for purpose during their service life. Furthermore, product supply legislation places duties on the manufacturers of such products to assess their safety before their use.</p><p> </p><p>The Health and Safety Executive (HSE) undertakes market surveillance monitoring of the health and safety of most products used at work. HSE have been engaged with the additive manufacturing industry for a number of years, including the publication of a report into structure properties of the technique in 2015. Industry standards and guidance are being produced in this area and these assure quality control throughout additive manufacture and provide a sufficient quantity and quality of information to manufacturers and dutyholders seeking to make or use these articles which can also be used as benchmarks against which to judge regulatory compliance. answer	answer is ministerial correction date of answer 14/07/2023 answer text <p>The UK Government is committed to reducing unnecessary use of antibiotics in animals, while safeguarding animal welfare. It has been our position for many years that we do not support the routine or predictable use of antibiotics, including where antibiotics are used to compensate for inadequate farming practices. This applies to all types of antibiotic use (i.e those prescribed for treatment, metaphylactic purposes and for prophylactic purposes) because any antibiotic use may lead to an increased risk of resistance.</p><p> </p><p>The Veterinary Medicines Regulations 2013 are currently under review and the UK Government’s proposed new legal restrictions will prohibit antibiotic prophylaxis, in all but exceptional circumstances, in order to reduce unnecessary antibiotic use while also protecting animal welfare, and allowing changes to prescribing practices to be made sustainably. A public consultation on the proposed changes was held earlier this year, feedback is currently being analysed and considered, and a government response will be published in due course.</p><p> </p><p>Highest Priority Critically Important Antibiotics for human use (which include fluoroquinolones) should only be used in animals as a last resort when no other antibiotics could be clinically effective and, wherever possible, based on antimicrobial susceptibility testing.</p><p> </p><p>The Veterinary Medicines Directorate works closely with the British Poultry Council (BPC), an industry group which represents 90% of the meat poultry sector in the UK, on its antimicrobial stewardship efforts to replace, reduce and refine antibiotic use, by supporting good animal husbandry, hygiene and stockmanship. The BPC has a requirement that fluoroquinolones are only used as a last resort after alternative options have been explored. These actions have led to a 96% reduction in fluroquinolone use in meat poultry between 2014 and 2021, with fluoroquinolones representing just 0.3% of total antibiotic use in 2021.</p><p> </p><p>Furthermore, when considering laying hens, antibiotic use data collected by the British Egg Industry Council, and representing 90% of the industry, has demonstrated no fluoroquinolone use since 2017.</p> answering member printed Lord Benyon question first answered 14/07/2023 12:13:32 answering member 1547 label Biography information for Lord Benyon

answer	answer is ministerial correction date of answer 19/07/2023 answer text <p><del class="ministerial">The early access to medicines scheme (EAMS) aims to give patients with life threatening or seriously debilitating conditions access to medicines that do not yet have a marketing authorisation when there is a clear unmet medical need.</del></p><p><del class="ministerial">Under the scheme, the Medicines and Healthcare products Regulatory Agency (MHRA) will give a scientific opinion on the benefit/risk balance of the medicine, based on the data available when the EAMS submission was made and the EAMS criteria. The MHRA will make an evaluation of products, including drugs such as for brain tumour treatments, once an application is received.</del></p><p><del class="ministerial">If we do receive an application, it is only made public where an EAMS Scientific Opinion (SO) is awarded. All EAMS SOs are published on the EAMS webpage. All drugs that have previously held an EAMS SO are also published on the EAMS webpage.</del></p><p><ins class="ministerial">The Pharmacy Access Scheme provides additional funding to pharmacies where the next nearest pharmacy is more than a 20-minute walk away. This is calculated as a 0.8-mile walking distance in areas of high deprivation and 1 mile in other areas. In 2021, we agreed updated eligibility criteria and an updated payment model with Community Pharmacy England. To be eligible for the payment, pharmacies must deliver the Community Pharmacist Consultation Service. This means the public facing nature of a victim’s role will be considered an aggravating factor when it comes to sentencing for assault offences. This provision commenced in June 2022.</p><p>The Office for National Statistics’ Crime Survey for England and Wales (CSEW) and its latest estimates shows that the number of incidences of violence has fallen by 41% since the year ending March 2010, to 1.1 million incidences.</p><p>The Ministry of Justice publish information on prosecutions and convictions, including ‘Assault of an emergency worker’ offence. answer	answer is ministerial correction date of answer 03/07/2023 answer text <p>The UK continues to play a leading role in this critical area as part of our wider work to tackle zoonotic diseases, which are responsible for around 60% of all human diseases and 75% of all new and emerging infectious diseases.</p><p> </p><p>Our world-class laboratories provide capability-building services to global partners including lower and middle income countries, integrating technical support, surveillance, risk analysis and epidemiology expertise, and participating in numerous global research and development networks which offer a multi-disciplinary approach for early detection systems and emergency preparedness and response coordination, with a focus on animal and zoonotic diseases, including avian influenza.</p><p> </p><p>We also support country and regional partners through our Official Development Assistance (ODA) budget to strengthen global health systems, so they are better able to prepare for, prevent, detect and respond to a wide range of health threats, including zoonotic diseases like avian influenza. This includes our Animal Health Systems Strengthening Project, International Health Regulations Strengthening Project and Tackling Deadly Disease in Africa Programme, all of which take a One Health approach, emphasising the connections between human, animal, plant and environmental health.</p><p> </p><p>In addition, we are providing ODA funding to the Food and Agriculture Organisation of the United Nations to build avian influenza prevention, preparedness and response capacity in West Africa. Furthermore, we are funding The One Health Poultry Hub, a multistakeholder development research partnership working in Southeast Asia to support safer poultry systems.
