answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>The Government is working to improve perinatal mental health services, collaborating closely with partner organisations including NHS England, Health Education England and the Institute of Health Visiting.</p><p> </p><p> </p><p> </p><p>Specialised Perinatal Mental Health Services (Mother and Baby Units) are a part of a wider network of services that provide care for this patient group and the commissioning of the ‘specialist’ (local) and ‘specialised’ (national) pathway is a responsibility shared between NHS England, clinical commissioning groups and local authorities.</p><p> </p><p> </p><p> </p><p>Health Education England is working with partners to ensure that pre and post registration training in perinatal mental health is available to enable specialist staff to be available to every birthing unit by 2017.</p><p> </p><p> </p><p> </p><p>The Department has funded the Institute of Health Visitors to train a network of 375 perinatal mental health visitor champions. answer	answer is ministerial correction date of answer 21/10/2014 answer text <p>Pupil premium funding is allocated to state-funded schools for each financial year rather than by school year, primarily on the basis of the number of pupils recorded in the January school census as having been registered for free school meals (FSM) at any point in the last 6 years. A smaller proportion of pupils attract the pupil premium on the basis of being looked after, or having left care through adoption or under a Special Guardianship, Residence or Child Arrangements Order.</p><p>The Department for Education has published illustrative pupil premium funding allocations for the financial year 2014-15, based on census data from 2013. Final allocations for 2014-15 will be published later in the year, based on pupil data gathered through the January 2014 school census and the spring 2014 children looked after data return (and also the October 2014 school census, for adopted and other previously looked after pupils who were not recorded as such in the January 2014 school census).</p><p>From the data on which the published illustrative allocations for 2014-15 are based, the Department estimates that 430,350 pupils in reception, year 1 and year 2 will attract pupil premium funding on the basis of having been registered for FSM at any point in the last 6 years.</p><p>Pupil premium final allocations for the financial year 2015-16 will be based on pupil data gathered through the forthcoming January 2015 school census and the spring 2015 children looked after data return. Final allocations for 2015-16 will be published towards the end of 2015. answer	answer is ministerial correction date of answer 20/10/2014 answer text <p>The annual limit, together with other reforms the Government has made since 2010, is helping to deliver an immigration system which works in the national interest: welcoming migrant workers who will contribute to economic growth, while reducing numbers to a more sustainable level and eliminating abuse.<br><br>The limit was last formally reviewed in 2012 by the Migration Advisory Committee, who recommended no change to its level. The Government has <br>committed to maintaining the limit at 20,700 places per year for at least the remainder of this parliament, to provide businesses with a period of policy stability.<br><br>The limit is working effectively and we continue to monitor its operation. Non-EU net migration was 218,000 in September 2010. We have cut it to 162,000 – down 56,000 under this Government. This data does not identify the perpetrator. answer	answer is ministerial correction date of answer 13/10/2014 answer text <p>Ofsted undertakes a review of each local safeguarding children’s board (LSCB) at the same time as they undertake their inspection of local authorities’ services for children in need of help and protection and looked after children. Neither the review nor the inspection makes specific judgements about the sexual exploitation of children or the effectiveness of the local child sexual exploitation action plans. However, inspectors are required to include in the cases they evaluate “children at risk of harm from physical, emotional and sexual abuse and neglect; inspectors will also want to identify those children and young people where the local authority have concerns that they may be vulnerable to child sexual exploitation and those children and young people who have been missing from care, home and education”. In undertaking the LSCB review inspectors are required to “evaluate the quality and impact of the policies and procedures produced by the LSCB, such as the local thresholds document and the child sexual exploitation action plan.” An LSCB’s response to child sexual exploitation is considered as part of the overall judgement on the performance of the LSCB. Over 1,100 communities have taken the first steps towards producing a neighbourhood plan for their area and there has been overwhelming support for neighbourhood plans at the 27 local referendums held so far. The first 19 neighbourhood plans are now in force (made) and are part of the development plan for the area.
