For example, I recently met with DCSs and Local Authority Chief Executives at the National Children and Adult Services Conference, held recent roundtables in the department with groups of both DCSs and Chief Executives, and have attended induction events for new DCSs, the last one being in October 2019. In addition, my right hon. Friend, the Secretary of the State and I have very recently met with a number of children in care to hear their views and experiences. answer	answer is ministerial correction date of answer 19/12/2018 answer text <p>The educational outcomes for children who experience abuse and neglect are markedly worse than for all children and these children face long term challenges in education and beyond. Three fifths (61%) of children starting to be looked-after during the year ending 31 March 2018 were identified as having a primary need of abuse or neglect[1]. The average Attainment 8 score for all looked-after children was 19.3 in 2017 compared to 44.5 for non-looked after children[2]. In addition, two fifths (39%) of all care leavers aged 19 to 21 were not in education, employment or training during the year ending 31 March 2018 compared to around 12% of young people of a similar age[3].</p><p> </p><p>Research evidence suggests that the care system generally provides a protective factor for vulnerable children with early admission to care being associated with better educational outcomes than later entry[4]. Responsibility for prisons in Scotland and Northern Ireland lies with the Scottish Government and Northern Ireland Executive respectively.</p><p> </p><p>For prisons in England and Wales the overall resource expenditure, which includes net expenditure met at regional or national level, recorded in the annual accounts of HM Prison and Probation Service (HMPPS) for financial year 2017-18 was £3,180,266,865. This includes public and contracted prisons.</p><p> </p><p>The Ministry does not collate or hold direct economic or international comparisons for these figures.</p><p> </p><p>GDP data is held for the UK as a whole. As prison spend and GDP information are held on different bases it is not possible to use HMPPS prison spend to estimate the proportion of GDP spent on prisons for England and Wales. The Office for National Statistics reports a nominal, seasonally adjusted UK figure of £2,059,331m as at 9 November 2018 which can be used as context. CAP run over 1,000 debt advice centres across the country supporting individuals and families in need. The Church of England recently surveyed its parishes and discovered that 80% of congregations are involved in one or more forms of social action. The interim role holder previously worked as the Department’s Head of Data Privacy and is a qualified Data Protection Practioner.</p><p> </p><p>In accordance with the General Data Protection Regulation’s Articles 37 to 39, the Data Protection Officer reports directly to the highest level of management within the Department, including the Permanent Secretary.
