answer text <p>The Government announced the establishment of the £3 million Village Hall Improvement Grant Fund on 5 April this year. It will be administered by Action with Communities in Rural England (ACRE) on behalf of Defra and work is currently in hand to finalise arrangements. Halls can already make an expression of interest in the scheme through ACRE’s website and we understand that the trustees of Collingham Memorial Hall have already done so. It is not possible to guarantee funds for any particular hall. We hope that the first grants will be awarded in late summer.</p> more like this

answer text <p>The timing and handling of the Inquiry is a matter for the independent Inquiry and the Government hopes that the report for phase 1 will be published soon.</p><p>The Grenfell Tower Inquiry has already begun Phase 2 with the ongoing disclosure of thousands of documents to core participants. Phase 2 of the Inquiry will address the design and modification of the building; the fire and safety measures within it; the management, governance and inspection of the tower; and the steps taken in the days immediately following the fire to support those whose homes had been destroyed. The Inquiry expects the Phase 2 hearings to begin in early 2020.</p> more like this

answer text <p>The number of employees in Cabinet Office from 1 April 2018 to 31 March 2019 who were<br>absent for stress related reasons was 48. This represented 0.64% of the total workforce</p><p>The proportion of sickness absence related to stress related reasons was 11.35% of the<br>overall sickness absence for the department for the same time period</p><p>The estimated cost to the department from 1 April 2018 to 31 March 2019 for employees<br>taking stress related reasons, is estimated at £199,634</p><p>Cabinet Office sickness absence data is published regularly, and is available up to<br>December 2018 here: https://www.gov.uk/government/publications/cabinet-office-absence-<br>data</p><p> </p><p>The Cabinet Office wellbeing action plan enables support for all staff’s health and<br>wellbeing. Key initiatives include: running leadership wellbeing training for all Senior Civil<br>Servants, updating line manager training to ensure wellbeing is included in all<br>conversations, embedding wellbeing into the Senior Civil Service leadership objective and<br>including wellbeing in performance management monthly conversation tools</p><p>There are a number of support services available in Cabinet Office that provide support or<br>advice to all employees. These include the Cabinet Office alumni network, the Cabinet<br>Office listening service and the employee assistance programme.</p>

answer text <p>Medical surveillance of classified radiation workers, as required by the Ionising Radiation Regulations 2017 (IRR 17), is an assessment of an individual’s medical fitness to work with ionising radiation. A classified radiation worker is a person who works with ionising radiation who could be exposed to higher levels of ionising radiation levels under both normal work and accident conditions. This assessment is performed by a doctor appointed by the Health and Safety Executive. Appointed Doctors have training in occupational medicine and have received additional training in the relevant aspects of the nature and effects of ionising radiation.</p><p> </p><p>Medical surveillance should occur prior to being classified and every 12 months thereafter, unless the doctor specifies a shorter review period.</p><p> </p><p>Special Medical surveillance by an Appointed Doctor must be arranged for any employee who has received, or is suspected to have received, an overexposure to ionising radiation, whether or not they are a classified person. The extent and nature of this will depend upon the circumstances of each individual case.</p><p> </p><p>The employer decides which Appointed Doctor(s) they will use to carry out medical surveillance. Whether or not the Appointed Doctor is an employee of that organisation, or independent of it, is a matter for the employer to decide upon.</p><p> </p><p>In the context of IRR 17, former armed services personnel involved in nuclear testing would be considered in the same way as any other workers exposed to ionising radiation in respect of the need for either medical surveillance or special medical surveillance.</p>

answer text <p>The Basic Safety Standards for protection against dangers arising from exposure to ionising radiation Directive (2013/59/EURATOM), or the BSSD as it is known, updates 96/29/Euratom, and covers occupational, public, and medical exposures to ionising radiation, with several government departments and regulators responsible for updating regulations to ensure effective transposition.</p><p> </p><p>The Health and Safety Executive (HSE) implemented the occupational exposure aspects of the BSSD and brought in the required new standards in the Ionising Radiation Regulations 2017 (IRR17). The Radiation (Emergency Preparedness and Public Information) Regulations 2019 (REPPIR), which address public exposures, have been updated and are due to come into force on 22 May 2019. HSE and the Office for Nuclear Regulation have enforcement responsibility. The amended medical requirements have been implemented by the Ionising Radiation (Medical Exposure) Regulations 2017 (as amended) and are enforced by the relevant enforcing authority in England, Scotland and Wales.</p>

answer text <p>The law is very clear that employers must make reasonable adjustments for employees and job applicants who meet the Equality Act 2010’s definition of disability, namely having a physical or mental impairment that has a substantial and long-term negative effect on the person’s ability to do normal daily activities. Where a disability is not obvious, it will be necessary for the employee or job applicant to declare their condition, but at that point the onus passes to the employer to meet its legal obligations.</p><p> </p><p>To help employers comply with the law, the Government has issued guidance on the duty to make reasonable adjustments, here: <a href="https://www.gov.uk/reasonable-adjustments-for-disabled-workers" target="_blank">https://www.gov.uk/reasonable-adjustments-for-disabled-workers</a></p><p> </p><p>In addition, guidance on this subject has been issued by Acas and by the Equality and Human Rights Commission, which has also published a statutory code of practice for employers. Where employers fall short on their obligations, legal remedies exist for employees and job applicants, together with Acas’s early conciliation service, which aims to settle disputes before they reach the employment tribunal.</p>
