answer	answer is ministerial correction date of answer 19/12/2018 answer text <p>The educational outcomes for children who experience abuse and neglect are markedly worse than for all children and these children face long term challenges in education and beyond. Three fifths (61%) of children starting to be looked-after during the year ending 31 March 2018 were identified as having a primary need of abuse or neglect[1]. The average Attainment 8 score for all looked-after children was 19.3 in 2017 compared to 44.5 for non-looked after children[2]. In addition, two fifths (39%) of all care leavers aged 19 to 21 were not in education, employment or training during the year ending 31 March 2018 compared to around 12% of young people of a similar age[3].</p><p> </p><p>Research evidence suggests that the care system generally provides a protective factor for vulnerable children with early admission to care being associated with better educational outcomes than later entry[4]. All projects must comply with the UK’s domestic and international human rights obligations. Measures to mitigate risks are embedded in the way our programme teams work. Teams are required to identify a range of risks, including human rights, ahead of starting a programme and must continue to monitor those, and any emerging risks, throughout implementation.</p><p> </p><p>In addition as part of an additional risk management process all security and justice programmes must have an Overseas Security and Justice Assessment (OSJA) which has been approved at the appropriate level, if necessary by Ministers. The CSSF confirms OSJAs are in place for all security and justice programmes as part of the annual review process. Responsibility for prisons in Scotland and Northern Ireland lies with the Scottish Government and Northern Ireland Executive respectively.</p><p> </p><p>For prisons in England and Wales the overall resource expenditure, which includes net expenditure met at regional or national level, recorded in the annual accounts of HM Prison and Probation Service (HMPPS) for financial year 2017-18 was £3,180,266,865. This includes public and contracted prisons.</p><p> </p><p>The Ministry does not collate or hold direct economic or international comparisons for these figures.</p><p> </p><p>GDP data is held for the UK as a whole. As prison spend and GDP information are held on different bases it is not possible to use HMPPS prison spend to estimate the proportion of GDP spent on prisons for England and Wales. The Office for National Statistics reports a nominal, seasonally adjusted UK figure of £2,059,331m as at 9 November 2018 which can be used as context. CAP run over 1,000 debt advice centres across the country supporting individuals and families in need. The Church of England recently surveyed its parishes and discovered that 80% of congregations are involved in one or more forms of social action. The Prime Minister is receiving regular updates on this issue, is following events closely and will engage President Poroshenko as events continue to unfold. Our full diplomatic network is engaging on an international response. We are in very close contact in Kyiv. The Foreign Secretary spoke to Ukrainian Foreign Minister Klimkin on 29 November, when he reaffirmed the UK’s solidarity with Ukraine.
