answer text <p>The Government is committed to ensuring that all victims of crime have access to the support services they need to help them cope with and, as far as possible, recover from the effects of crime. We will be spending about £96m this year to fund support services for victims of crime. Of this, about £68m is being allocated to Police and Crime Commissioners to locally commission or provide support services for victims of crime, based on their assessment of local need. This includes victims of sexual violence. Further, in 2018/19 we allocated funding of over £7.2 million for rape support services across England and Wales to provide independent, specialist support to female and male victims of sexual violence, including victims of child sexual abuse.</p><p> </p><p>On 25 April, the Independent Inquiry into Child Sexual Abuse published its Interim Report. The Report provides an overview of the work undertaken so far and sets out what the Chair and Panel consider to be key emerging themes. The Report also contains recommendations for specific changes to help better protect children from sexual abuse, including establishing the current level and effectiveness of public expenditure on services for child victims and adult survivors of child sexual abuse in England. The Government welcomes the Report and is considering the Inquiry’s recommendations very carefully.</p>

answer text <p>The Information Commissioner's Office (ICO) is responsible for regulating compliance with data protection legislation. The Government's Data Protection Bill will strengthen legislation around data protection and give the Commissioner tougher powers to ensure that organisations comply.</p><p>As part of this Bill, the Information Commissioner’s office will now be responsible for producing a new statutory age appropriate design code for online services which are likely to be accessed by children. This code will help ensure that children in the UK are granted a robust data regime so they are able to access online services in a way that meets their age and development needs. It will ensure that websites and applications are designed in a way that makes clear what data is being collected on children, how this data is being used, and how both children and parents can stay in control of this data. Non-compliance with this code will be a factor in any ICO decision to bring forward enforcement action against websites that do not comply with the GDPR.</p><p> </p><p>The Information Commissioner provides guidance and works with organisations to build compliance. There are a number of tools available to the ICO to ensure compliance with GDPR, including criminal prosecution, non-criminal enforcement and audit. For those who commit serious breaches there are significant financial penalties including fines up to £18 million or 4% of global turnover that can be applied as well as the backstop of criminal prosecution.</p>

answer text <p>The UK has some of the toughest powers in the world to deal with sex offenders and we are committed to ensuring that the system is as robust as it can be.</p><p> </p><p>Registered sex offenders are managed by the police, who are in the best position to identify the risk posed by individuals. Where the police have any particular concerns about offenders, they have additional powers such as civil orders to place restrictions on their travel, or to prohibit it altogether.</p><p> </p><p>Statistical information from the Violent and Sex Offenders Register (ViSOR), which holds data about the activity of registered sex offenders including foreign travel, is owned by the police. answer text <p>The Government is committed to working closely with other countries and international agencies to minimise the risk posed by serious offenders travelling to and from the UK. UK law enforcement authorities flag UK sex offenders and other high-risk individuals to European partners using the Second Generation Schengen Information System (SIS II) and the National Crime Agency’s Liaison Officers work with countries around the world to ensure host countries can take appropriate action in relation to the highest harm individuals. INTERPOL systems underpin our international law enforcement cooperation with countries outside the EU but decisions on the use of INTERPOL notices are an operational matter for UK law enforcement.</p> more like this

answer text <p>The Government is clear that the police must have both appropriate and proportionate powers to tackle such appalling crimes, and we work closely with them to ensure that this is so. We have prioritised child sexual abuse as a national threat - one of only six such threats that require prioritisation by the police.</p><p>Ministers spoke with all police forces ahead of the 2018/19 funding settlement and recognise that the police face increasing demand in complex investigations such as child sexual abuse. We responded by empowering Police and Crime Commissioners to increase their funding through Council Tax precept by around £270m next year and we also provide support to forces facing exceptional costs through the Police Special Grant. It is an operational decision for chief officers to determine how to use their available resources.</p> more like this
