answer text
During routine work to add existing records to the store in Diego Garcia, BIOT immigration officials noted water damage to a small number of records, caused by a leaking roof. This is believed to have resulted from extremely heavy weather in June 2014. Although the extent of the damage was not clear on initial inspection at the time, as I said in my answer of 8 July to PQ203500, records from 2002 appeared to be incomplete due to water damage.

However, since my answer of 8 July, BIOT immigration officials have conducted a fuller inspection, and previously wet paper records have been dried out. They report that no flight records have been lost as a result of the water damage. A small number of immigration arrival cards from 2004 have been damaged, but that information about those flights is still available in the daily occurrence logs and monthly statistics. These records provide dates of aircraft movements in the Territory, and passenger and crew numbers.

Following the incident, all hard copy records from the affected location are being transferred from the airport to a new location, and will be digitalised over the coming months.

answer text

As my Right Honourable Friend, the Home Secretary, made clear in the statement
made to the House on 10 July, Official Report, columns 456-459, communications
data is an absolutely fundamental tool in the investigation of serious crime.
The Crown Prosecution Service Organised Crime Division has indicated that
communications data plays a role in 95% of the serious and organised crime
cases that they handle. An Association of Chief Police Officers' survey from
2012 demonstrated the wide range of serious crime types that communications
data is used to investigate, including terrorism, drugs trafficking and child
abuse. Total crime figures, recorded by the police, and including breakdowns
by crime type, can be found on the Office for National Statistics website.

Law enforcement agencies do not routinely make a record of all of the
investigatory techniques that they use when investigating individual crimes, as
there is no operational reason to do so. However, Keith Bristow, Director
General of the National Crime Agency, made clear in his speech to the Police
Foundation on 24 June that communications data is most commonly used in the
investigation of the most serious offences, such as murder, rape and kidnap,
and that communications data is overwhelmingly the most powerful tool available
to those investigating child sexual exploitation.

answer text
Donated lungs are currently allocated to the designated cardiothoracic transplant centres on a zonal basis. However, the Cardiothoracic Organs Advisory Group (CTAG) has recently reviewed the allocation policy and has recommended that the size of the allocation zones be adjusted to help ensure equity of access. NHS Blood and Transplant (NHSBT) has therefore confirmed that, for cardiothoracic organs, the zones will be reviewed in August 2014 to coincide with changes in liver allocation zones, and from August 2015 heart and lung zones will be disaggregated and the zones reviewed separately.

CTAG has also recommended that NHSBT review the consequences of introducing two levels of priority for listing for lung transplants - urgent and routine; and suggest a national allocation scheme for urgent listed patients, and zonal allocation for routine listed patients.

Any change would need to be validated by NHSBT, to review the criteria for urgent listing and the statistical modelling of the potential impact of such a system. NHSBT will continue to work closely with the Cystic Fibrosis Trust to improve outcomes for patients requiring lung transplants.
