answer text <p>DCMS and the FA take matters of discrimination very seriously: any form of racism, anti-Semitism or homophobia is completely unacceptable. We have made good strides in tackling discrimination in sport in this country in the last 25 years but we can’t be complacent and must continue to work on it.</p><p> </p><p>Following the 2012 Downing Street summit on racism in football, the FA are now delivering against a whole sport Inclusion and Anti-Discrimination Plan called “Football’s for Everyone” to build equality and inclusion in football. DCMS welcomes this commitment, and specific initiatives, such as “Football vs Homophobia”. The FA Inclusion Advisory Board reports quarterly to DCMS on the progress made.</p><p> </p> more like this

answer text <p>Figures from the School Workforce Census of November 2013 show there were 12,800 black and minority ethnic teachers in publicly funded primary schools and 18,600 in publicly funded secondary schools in England; a total of 31,400 teachers (an increase from 25,900 in November 2010). This represents 6% of primary school teachers and 9% of all secondary school teachers. 7% of all teachers in primary and secondary schools in England come from black and other ethnic minority groups.</p> more like this

answer text <p>The Coalition Government has part funded a new study by Equality Now and City University into the prevalence of female genital mutilation in England and Wales. <br><br>The interim report, published in July 2014, has estimated that approximately 60,000 girls aged 0-14 were born in England and Wales to mothers who had had FGM, and that approximately 103,000 women aged 15-49 and approximately 24,000 women aged 50 and over who have migrated to England and Wales are living with the consequences of FGM. In addition, approximately 10,000 girls aged under 15 who have migrated to England and Wales are likely to have suffered FGM. <br><br>The full report, with data disaggregated to a local level, will be released in the new year.<br><br>In addition, since April 2014 NHS staff have been required to record in a patient’s healthcare record whenever it is identified that the patient has <br>suffered FGM. This applies to all NHS clinicians and healthcare professionals across the NHS. The collection became mandatory on 1 September 2014.The first aggregated monthly data return from acute hospital providers inEngland, published by the Health and Social Care Information Centre, reported that in September 2014 there were 1,279 patients identified as having undergoneFGM prior to the reporting period, who were still being actively seen or treatedfor FGM-related conditions or any other non-related condition, and 467 newly identified cases of FGM nationally.</p><p> </p>

answer text <p>In 2014 DFID doubled UK investment in north east Nigeria conflict resolution programmes to make communities safer. DFID’s Nigerian Stability and Reconstruction Programme is providing support to civil society organisations working on conflict management and on violence against women and girls. This includes offering support specifically to victims of sexual violence in Borno State.</p><p> </p><p> </p><p> </p><p>DFID is providing technical assistance to the Government of Nigeria to support them to meet the immediate needs of the population and address underlying grievances. This is key to stabilising north east Nigeria. The UK Government is also delivering direct training to the Nigerian army and supporting regional intelligence sharing to support the Government of Nigeria tackle Boko Haram.</p><p> </p> more like this

answer text <p>NHS England is improving prison mental health services through nationally developed service specifications, which are being rolled out across the prison estate in England, ensuring that there are national standards against which services can be measured.</p><p> </p><p> </p><p> </p><p>Identification of those offenders with problems including mental health, learning difficulties and other vulnerabilities by liaison and diversion services may facilitate relevant support to these offenders, rather than a criminal justice system intervention. This has potential to reduce caseload numbers and effectively divert away from custody or community sentences.</p><p> </p><p> </p><p> </p><p>NHS England has rolled out a new, all age national Liaison and Diversion standard service specification and operating model to 10 trial schemes, serving 22% of the English population. Following evaluation of these schemes by 2015 and Treasury approval of a full business case in 2015, NHS England will roll out to cover 100% coverage of the population by 2017-18.</p><p> </p><p> </p><p> </p><p>Improving offender mental health is a priority for the Government, as set out in the mental health strategy <em>No Health, Without Mental Health </em>in 2011. We have acted upon the recommendations of Lord Bradley’s 2009 review of people with mental health problems and learning disabilities in the criminal justice system, to ensure that prisoners have the same access to mental health services as the rest of population.</p><p> </p><p> </p><p> </p><p>In addition, the Government’s Mandate with NHS England commits NHS England to develop better healthcare services for people in the criminal justice system. We have also asked the National Institute for Health and Care Excellence to develop guidelines on improving the mental health for people in prison, which it expects to publish in 2016.</p><p> </p>

answer text <p>The Women’s League of Burma (WLB) was one of several civil society and religious organisations invited by the Government to attend the Global Summit to End Sexual Violence in June. I met representatives of many of these organisations at a roundtable during the Summit to hear their views and concerns first-hand, but unfortunately no WLB representatives were able to attend. They were, however, able to meet officials from the Foreign and Commonwealth Office, and attend much of the Global Summit. Officials in London and Rangoon remain in contact with the WLB, along with other non-governmental organisations working to address the issue of sexual violence in Burma.</p> more like this

answer text <p> </p><p>Sex and relationship education (SRE) is compulsory in maintained secondary schools. Academies are expected to provide SRE as part of a broad and balanced curriculum. Following the Personal, Social, Health and Economic (PSHE) education review, which concluded in March 2013, the Government decided that the current Sex and Relationship Education Guidance (2000) offers a framework for schools to build upon the delivery of high quality SRE.</p><p> </p><p>The SRE guidance makes clear that teachers should refer to expert organisations for well-informed advice and resources. The PSHE Association, the Sex Education Forum and Brook published supplementary advice in 2014 addressing changes in technology and legislation since 2000. This equips teachers to help protect children and young people from inappropriate online content, and from online bullying, harassment and exploitation. The Government encourages schools to make use of this guidance.</p> more like this

answer text <p>We continue to urge the Sri Lankan government to fully co-operate with the UN Human Rights Council resolution of March 2014 and the international investigation into allegations of violations and abuses of international law on both sides of Sri Lanka’s military conflict it established. In his Written Ministerial Statement of 31 March, the then Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), stated that ‘we encourage the Sri Lankan government to fully co-operate with the resolution, and to work alongside the international community for the benefit of its people’. Our High Commissioner to Sri Lanka has raised this point directly with members of the Sri Lankan government, and in public statements.</p><p> </p> more like this
