answer	answer is ministerial correction date of answer 30/10/2014 answer text <p>The Care Leaver Strategy, published in October 2013, recognises that care leavers require support on a wide range of issues that affect their lives. It sets out the support that will be provided to all care leavers in relation to staying in education, finding accommodation, accessing benefits, experiencing good physical and mental health and finding work. [1]</p><p> </p><p>The Department for Education will publish shortly a report on the progress we have made against the commitments set out in the strategy. This builds on a significant programme of work to improve support for care leavers, which has resulted in important changes such as the development of the Care Leaver Charter and the introduction of Junior ISAs for all children in care.</p><p> </p><p>As part of our continuing work to improve care leavers’ outcomes, the Department introduced a new duty on local authorities to support ‘staying put’ arrangements and have provided funding for local authorities to support this. For the first time, this will provide for children in foster placements to receive support to remain with their foster family until age 21, where this is what both parties want.</p><p> </p><p>Similar arrangements do not currently apply to children in residential care. Further work is needed before introducing a legal duty on local authorities that would require them to extend staying put arrangements to all young people leaving residential care. Member on 6 October 2014, Question UIN 208271 refers, we continue to make progress on this issue. As stated previously, we fully endorse existing, strong credit unions expanding their membership to the Armed Forces community.</p><p> </p><p>I met Lord Kennedy on 15 October 2014 to discuss the matter of credit unions for members of the Armed Forces. I confirmed that the facilitation of payroll deduction for credit unions is technically possible and our payroll provider is engaged with officials to scope and cost such deductions. answer	answer is ministerial correction date of answer 31/10/2014 answer text <p>The College of Policing sets standards and provides relevant training products and services to police forces. This includes a College of Policing training package on stalking, which was completed 56,748 times between October 2012 and 30 September 2014 by police officers and staff in England and Wales, and continues to be available.<br><br>Neither the College of Policing nor the Home Office holds information which breaks this figure down by the number of police officers and staff in England and Wales that have completed the training.<br><br>In 2013-14, 743 prosecutions were commenced under the new stalking legislation. This is a significant increase from 2012-13 and shows that the legislation is taking effect. <br><br>We are also working with the police and Crown Prosecution Service to raise awareness and improve professional knowledge. <br><br>To ensure prosecutors’ knowledge is continuously refreshed, in April 2014, the CPS launched a specific e-learning module on stalking which focused on victim support, working with the police and ensuring a strong case is built from the start. The College of Policing is also undertaking a review of how stalking incidents are investigated by the police. This will include how the police understand what constitutes a course of conduct in policing, how the police support victims, and further training on the appropriate use of Police Information Notices.<br><br>Since April 2014, offences of stalking and harassment are being reported separately in Police Recorded Crime figures. This will allow us to monitor the impact of the legislation more effectively. <br><br>Convicted stalkers will already be captured on the Police National Computer.
