Local authorities may also promote waste minimisation and recycling within its authority but do not have specific duties to promote business recycling. Relevant to postal and proxy working more generally, the Government responded to the Review in December 2016, addressing each of the concerns raised in turn, setting out a number of measures for tackling the risk of fraud. Taken in isolation, the SCAPE rate change from CPI+2.8% to CPI+2.4% results in an increase of around 7 percentage points on the employer contribution rate.
