While the UK considers Morocco as the de facto administering power of part of Western Sahara, we regard the status of the territory as undetermined. answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>Individuals who are entitled to the National Minimum Wage should receive it and we are committed to taking the steps necessary to improve compliance; ensuring employers understand their responsibilities and workers know their rights, and ensuring robust enforcement of the law.</p><p>Detailed guidance, including how to calculate the minimum wage, is available on the gov.uk website. Confidential advice is also available for both workers and employers through the Pay and Work Rights Helpline. Any worker who is concerned that they have not been paid what they are legally entitled to or who wants to make a complaint, should call the helpline on 0800 917 2368.</p><p>We have taken a number of steps to strengthen enforcement activity. This year, HMRC’s enforcement budget has increased by £1.2million to £9.2 million. This extra funding will enable HMRC to increase the number of National Minimum Wage compliance officers who, as well as continuing to respond to every complaint, will also undertake targeted enforcement, focusing on the worst offending employers in the highest-risk sectors.</p><p>Employers who are found to have broken the law face substantially higher penalties. We increased the financial penalty percentage that employers pay for breaking minimum wage law from 50 per cent to 100 per cent of the unpaid wages owed to workers and the maximum penalty from £5,000 to £20,000. The increase came into effect on 7 March 2014. answer	answer is ministerial correction date of answer 17/10/2014 answer text <p>The UK held the presidency of the UN Security Council in August, and focused on a theme of conflict prevention, coinciding with the centenary of the outbreak of the First World War. The main event was an open debate on conflict prevention at which the Council unanimously adopted Resolution 2171. This emphasised the role of the UN in preventing conflict, placed conflict prevention firmly on the Security Council’s ongoing agenda, and acknowledged human rights violations as early indicators of conflict. The Council also undertook a trip to Europe – where they visited a First World War battlefield and the International Court of Justice at the Hague – and Somalia and South Sudan. This visit was welcomed by all Council members. The principal responsibility of the presidency is to ensure regular Security Council business is efficiently discharged. To this end, there were debates and discussions on a range of issues, including Libya, ISIL, Yemen, the UN’s mission in Darfur (UNAMID), and Ukraine. Overall, the UK drafted five resolutions and a Presidential Statement. All were agreed unanimously. However, for as long as nuclear weapons exist, NATO has stated that it will remain a nuclear alliance.</p><p>The United Kingdom fully supports efforts to combat the proliferation of Weapons of Mass Destruction through the universalisation of the Chemical Weapons Convention and the Biological and Toxic Weapons Convention. Furthermore, the UK will continue to work to make nuclear weapons less necessary, with the goal of making them unnecessary. We believe that the best way to achieve a world without nuclear weapons is through gradual disarmament negotiated step–by-step within the framework of the nuclear Non-Proliferation Treaty (NPT) and the Conference on Disarmament in Geneva. answer	answer is ministerial correction date of answer 13/10/2014 answer text <p>A UNSC resolution or the consent of a government are not the only potential bases in international law for the use of force. Other legal bases would include: individual or collective self-defence; and, in certain exceptional circumstances, in order to avert an overwhelming humanitarian catastrophe. ISIL continue to pose a direct threat to Iraq. They operate across the borders of Syria and Iraq, in a situation where the Government of Syria is unable or unwilling to take effective action to counter the threat posed by ISIL. Iraq has requested help to defend itself. The US have been clear that in carrying out military actions in Syria they are acting on the basis of both collective and individual self-defence. If the UK were to undertake military strikes in Syria we would only do so on a sound legal basis and that would depend on the facts on the ground at the time, for example in line with the US led international efforts in collective self defence pursuant to the Iraqi request of 20 September. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has been clear that if the decision were made to take military action in Syria the government would return to the House of Commons.
